PUBLIC SAFETY AND CRIME PREVENTION POLICY AND FINANCE COMMITTEE

MINUTES

Representative Cornish, Chair of the Public Safety and Crime Prevention Policy and Finance Committee, called the forty-first meeting to order at 10:15 a.m. on Wednesday, February 1, 2012, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative McDonald moved that the minutes of January 31, 2012, be approved. THE MOTION PREVAILED.

HF1245 (McFarlane) Firearm possession by a minor included as unlawful for purposes of orders to enjoin gang activity.

Under Rule 4.20, HF1245 was returned to the Public Safety and Crime Prevention Policy and Finance Committee. The bill had been heard and public testimony was taken on April 26, 2011. Chairman Cornish moved that HF1245 be recommended to pass and sent to the General Register.

Representative Carol McFarlane presented HF1245.

Chairman Cornish renewed his motion that HF1245 be recommended to pass and sent to the General Register. THE MOTION PREVAILED.

HF1468 (LeMieur) Forfeited firearm sale by law enforcement agencies authorized to federally licensed firearms dealers.

Under Rule 4.20, HF1468 was returned to the Public Safety and Crime Prevention Policy and Finance Committee. The bill had been heard and public testimony was taken on April 29, 2011. Chairman Cornish moved that HF1468 be recommended to pass and sent to the General Register.

Representative Mike LeMieur presented HF1468.

Chairman Cornish renewed his motion that HF1468 be recommended to pass and sent to the General Register. THE MOTION PREVAILED.

HF1844 (Erickson) Harassment or retaliation against a person subject to an order for protection or no contact order penalty criminal penalty provided.

Chairman Cornish moved HF1844 before the committee.

The committee heard testimony on HF1844.

HF 1844 was laid over.

HF1899 (Vogel) Jacob's law established requiring notice of crime victim rights to parents and guardians of child victims, requiring notification to social services if a child is abused outside the home, and amending parental rights to include police reports on minor children.

Chairman Cornish moved that HF1899 be recommended to pass and re-referred to the Judiciary Policy and Finance Committee.

Representative Vogel moved to orally amend HF1899 to delete Section 2, and to delete Section 1, line 2.5 "a" and insert "an alleged". THE AMENDMENT WAS ADOPTED.

The committee heard testimony on HF1899.

Representative Cornish moved that HF 1899, as amended, be recommended to pass and re-referred to the Judiciary Policy and Finance Committee. THE MOTION PREVAILED.

The committee heard testimony on the Department of Public Safety Division of Alcohol and Gambling Enforcement Division casino slot machines and blackjack tables inspections.
