JUDICIARY POLICY AND FINANCE COMMITTEE

MINUTES

Representative Smith, Chair of the Judiciary Policy and Finance Committee, called the meeting to order at 8:18 A. M. on February 3, 2011, in Room 10 (Ground Floor) of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Kriesel moved approval of the February 1, 2011 Judiciary Policy and Finance Committee minutes. THE MOTION PREVAILED.

Representative Johnson moved to amend the January 18, 2011 and January 25, 2011 Judiciary Policy and Finance Committee minutes. THE MOTION PREVAILED.

HF0057, As Introduced (Kriesel) Synthetic cannabinoid sale or possession crime established, and penalty provided.

Representative Kriesel moved HF0057 be recommended to pass and be sent to the General Register.

Representative Kriesel presented HF0057.

Paul Schnell, Police Chief, Hastings; Tim Conboy, Rosemount High School Administrator; James Backstrom, Dakota County Attorney; and Michael Harusyn, Judicial Common Sense, testified on HF0057.

Representative Kriesel renewed his motion that HF0057 be recommended to pass and be sent to the General Register. THE MOTION PREVAILED.

Minnesota Sentencing Guidelines Commission
Presentation by Jeffrey Edblad, Chair and Isanti County Attorney and Jill Payne, Interim Director.

Chair Smith adjourned the meeting at 9:45 A.M.
