JOBS AND ECONOMIC DEVELOPMENT FINANCE

MINUTES

Representative Gunter, Chair of the Jobs and Economic Development Finance Committee, called the meeting to order at 12:35 p.m. on February 16, 2012, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Members excused: KIEFFER, Andrea, and PAYMAR, Michael.

Representative Mahoney moved to approve minutes of February 14, 2012. THE MOTION PREVAILED.

HF2095 (Fabian) Environmental permitting efficiency provided, and environmental review requirements modified.

Chair Gunther moved HF2095 before committee to pass and be re-referred to Ways and Means.

Representative Fabian discussed Section 6 of HF2095.

Testifying on behalf of Minnesota Chamber of Commerce was Tony Kwilas, and Kari Howe, Executive Director, on behalf of Minnesota Business First Stop , and Kirk Koudelka on behalf of the Minnesota Pollution Control Agency.

Chair Gunther renewed his motion that HF2095 pass, and be re-referred to the Ways and Means Committee. THE MOTION PREVAILED.

HF2050 (Barrett) Taylors Falls; border city development powers establishment and exercise authorized, and money appropriated.

Vice Chair McFarlane moved HF2050 before committee to pass and be re-referred to the Tax Committee.

Representative Barrett discussed HF2050.

Vice Chair McFarlane renewed her motion that HF2050 be re-referred to the Tax Committee. THE MOTION PREVAILED.

HF2093 (Sanders) Independent contractor employee classification clarified, and contractor registration pilot project provided.

Representative Sanders discussed HF2093.

Representative Sanders moved Amendment H2093A1. THE MOTION PREVAILED.

Testifying on behalf of Minnesota Department of Labor and Industry was Charlie Durenberger.

Testifying in opposition to HF2093 were; Jim Dvorak, on behalf of Minnesota Association of Exterior Specialists, Shane Paulson on behalf of Minnesota Association of Exterior Specialists, Chris Barrst, on behalf of Minnesota Association of Exterior Specialists, and Gus Hanson on behalf of his own business, Loyal Home Improvements, LLC.

Representative Sanders renewed his motion that HF 2093 pass, as amended, and be re-referred to the Commerce Committee. THE MOTION PREVAILED.

The meeting adjourned at 2:05 p.m.
