HEALTH AND HUMAN SERVICES REFORM COMMITTEE

MINUTES

Representative Gottwalt, Chair of the Health and Human Services Reform Committee, called the meeting to order at 2:37 P.M. on March 20, 2012, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Gottwalt began the meeting at 2:31 P.M. A quorum was not present.
Representative Gottwalt officially called the meeting to order at 2:37. A quorum was present.

SF 1212 (Holberg) Health records; adult children of a deceased patient added to the definition of patient.

Representative Gottwalt moved that SF1212 be recommended to pass and be re-referred to the Committee on Civil Law.

Representative Gottwalt moved to orally amend SF1212 by: P. 2, L.2.6 after spouse "insert" surviving. THE ORAL AMENDNMENT WAS ADOPTED.

Representative Gottwalt renewed his motion that SF1212, as amended, be recommended to pass. THE MOTION PREVAILED.

HF 2341 (Peppin) Abortion; prescribing physicians required to be physically present when abortion-inducing drugs are administered, and criminal penalty provided.

Representative Gottwalt moved that HF2341 be recommended to pass and be re-referred to the Committee on Civil Law.

HF 2060 (Mack) Medical assistance coverage provided for community paramedic services.

Representative Mack moved that HF2060 be recommended to pass and be re-referred to the Committee on Health & Human Services Finance.

Representative Mack moved the H2060DE2 amendment. THE AMENDMENT WAS ADOPTED.

Representative Mack renewed her motion that HF2060 be recommended to pass and be re-referred to the Committee on Health & Human Services Finance. THE MOTION PREVAILED.

Representative Allen moved that the minutes of March 14, 2012 be approved. THE MOTION PREVAILED.

HF 2128 (Quam) Emergency medical personnel licensed.

Representative Quam moved that HF2128 be recommended to pass and be re-referred to the Committee on Public Safety.

Representative Quam moved the H2128A1 amendment. THE AMENDMENT WAS ADOPTED.

Representative Hosch moved the H2128A2 amendment. THE AMENDMENT WAS ADOPTED.

Representative Quam moved to orally amend HF2128 by:
P.26 after line 8, ‘insert':
Sec. 46. Revisor’s instructions.
The Revisor of Statutes shall substitute the words physician assistant for the word physician’s assistant wherever found in Chapter 144E. THE ORAL AMENDMENT WAS ADOPTED.

Representative Lohmer moved that HF2626 be recommended to pass and be sent to the General Register.

Representative Lohmer moved the H2626DE1 amendment. THE AMENDMENT WAS ADOPTED.

Representative Gottwalt moved that HF2627 be recommended to pass and be sent to the General Register.

Representative Gottwalt moved the H2627DE1-3 amendment. THE AMENDMENT WAS ADOPTED.

Representative Kiffmeyer moved that HF2223 be recommended to pass and be sent to the Committee on Health & Human Service Finance.

Representative Kiffmeyer moved the H2223DE2 amendment. THE AMENDMENT WAS ADOPTED.

Representative Kiffmeyer moved the H2223A2 amendment. THE AMENDMENT WAS WITHDRAWN.
