GOVERNMENT OPERATIONS AND ELECTIONS COMMITTEE

MINUTES

Representative Peppin, Chair of the Government Operations and Elections Committee, called the sixty sixth meeting to order at 6:18 p.m. on Monday, April 16, 2012, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

HF2810 (Lanning) Vikings stadium; National Football League Stadium in Minnesota provided for; Minnesota Stadium Authority established; Metropolitan Sports Facilities Commission abolished; local tax revenue use provided for; electronic pull-tab, electronic linked bingo, and sports-themed tipboard games provided for, conditional imposition of taxes and collection of other revenues provided for,tax rates on lawful gambling modified, state appropriation bonds issued, and money appropriated.

Representative Nelson moved that HF2810 be recommended to pass without recommendation and re-referred to the Taxes committee.

Representative Nelson moved the H2810A20 amendment.

Representative Nelson incorporated the following oral amendment into the H2810A20 amendment.
Page 1, delete lines 1.4-1.7
Page 6, line 5 delete "349.12, subd2a" and insert "349.15, subd. 3, and 349.19, subd2ar"

THE MOTION PREVAILED, AND THE AMENDMENT WAS ADOPTED.

The committee heard testimony on HF2810, as amended.

Chair Peppin assumed the gavel at 8:03 p.m.

Chair Peppin moved the H2810A33 amendment. THE MOTION PREVAILED, AND THE AMENDMENT WAS ADOPTED.

Representative Winkler moved the H2810A22 amendment. THE MOTION PREVAILED, AND THE AMENDMENT WAS ADOPTED.

Representative Quam moved the H2810A28 amendment. Representative Quam withdrew the amendment.

Representative Quam moved the H2810A29 amendment. Representative Quam withdrew the amendment.

Representative Quam moved the H2810A30 amendment. THE MOTION PREVAILED, AND THE AMENDMENT WAS ADOPTED.

Representative Quam moved the H2810A32 amendment.

Representative Quam incorporated the following oral amendment to the H2810A32 amendment.
Page 8, line 17, insert after the period insert appointments under this paragraph

THE MOTION PREVAILED, AND THE AMENDMENT WAS ADOPTED.

Representative Scalze moved the A12-0930 amendment. THE MOTION DID NOT PREVAILED, AND THE AMENDMENT WAS NOT ADOPTED.

Representative Nelson renewed his motion that HF2810, as amended, be recommended to pass without recommendation and re-referred to the Taxes Committee.

Representative Peppin requested a roll call.
