MINUTES
Representative Denny McNamara, Chair of the Committee on Environment, Energy and Natural Resources Policy and Finance called the forty-first meeting to order at 8:21 a.m. on April 26, 2011, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

H.F. 1122 (Anderson, P) Terrestrial pesticide application regulating authority clarified.

Rep. Anderson moved that H.F. 1122 be recommended to pass and be re-referred to the Committee on Agriculture Policy and Finance.

Rep. Anderson presented H.F. 1122.

Bruce Kleven, Cooperative Network, John Linc Stine, MN Pollution Control Agency (MPCA) and Elise Doucett testified on H.F. 1122.

Rep. McNamara reconvened the committee at 1:16 p.m. in the basement of the State Office Building.

H.F. 716 (Gunther) Mandatory environmental assessment worksheet category rulemaking required.

Rep. Torkelson moved that H.F. 716 be recommended to pass and be re-referred to the General Register.

Rep. Torkelson moved the H716A1-0224 amendment. THE MOTION PREVAILED. The amendment was adopted.

Rep. Torkelson moved to orally amend H.F. 716 as follows:

Pg 1, line 27, after "environmental" add "assessment" and" and
Pg 2, line 1 after "environmental" add "assessment"

THE MOTION PREVAILED. The amendment was adopted.

Peder Larson, MN Coalition for Ethanol, Jess Richards MN Pollution Control Agency and Jim Erkel, MN County Engineers Association testified on H.F. 716.

Rep. Torkelson moved to orally amend H.F. 716 as follows:

Pg 1, line 24, delete "construction or" and
Pg 1, line 25 delete "new or".

THE MOTION PREVAILED. The amendment was adopted.

Rep. Torkelson renewed his motion that H.F. 716, as amended, be recommended to pass and be re-referred to the Committee on Government Operations and Elections. THE MOTION PREVAILED.

H.F. 1545 (McNamara) Energy Reliability and Intervention Office established within Department of Commerce to replace Energy Issues Intervention Office and energy reliability administrator, and conforming changes made.

Rep. McNamara moved that H.F. 1545 be recommended to pass and be re-referred to the Committee on Government Operations and Elections.

H.F. 1509 (Torkelson) Clean Water Partnership Law modified.

Rep. Torkelson moved that H.F. 1509 be recommended to pass and be re-referred to the Committee on Agriculture Policy and Finance.

H.F. 1360 (Torkelson) Environmental Quality Board modified and duties eliminated and reassigned.

Rep. Torkelson moved that H.F. 1360 be recommended to pass and be re-referred to the Committee on Government Operations.
