MINUTES
Representative Denny McNamara, Chair of the Committee on Environment, Energy and Natural Resources called the fifteenth meeting to order at 8:16 a.m. on February 10, 2011, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present at 8:17 a.m.

Mike Rothman, Commissioner of the Minnesota Department of Commerce (DOC), Bill Grant, Deputy Commissioner of the DOC, Jeremy DeFiebre, State Program Administrative Director for DOC, Kate O'Connell, Public Utility Regulation Unit Manager of the Office of Energy and Security (OES) and Janet Streff, Public Utility Regulation Unit Manager for the OES gave an overview of the Department of Commerce and Office of Energy and Security.

Rep. Torkelson assumed the gavel at 9:30 a.m.

Rep. McNamara assumed the gavel at 9:31 a.m.

H.F. 16 (Hackbarth) Two angling lines permitted.

H.F. 225 (Hackbarth) Northern pike experimental and special management waters limited.

Representative Hackbarth presented H.F.16 and H.F. 225.

Jim Lillenthal and Lance Ness, Anglers for habitat, testified on H.F. 16 and H.F. 225.

Chair McNamara moved that H.F. 16 and H.F. 225 be laid over for possible inclusion in the Omnibus Game and Fish Bill.

H.F. 107 (Rukavina) Northern Pike spearing slot limits eliminated.

Representative Rukavina presented H.F. 107.


Chair McNamara moved H.F. 107 be laid over for possible inclusion in the Omnibus Game and Fish Bill.

H.F. 242 (Persell) Cass Lake; spearing allowed.

Representative Persell presented H.F. 242.

Wayne Bohn and Randy Ellis, Cass Lake Fishing Society, Roger Greschel and Tim Spreck, Minnesota Darkhouse Anglers Associations, Rob Kimm, citizen, Shawn Kellet, Muskies Inc., John Underhill, Minnesota Muskie Alliance, Ed Boggess, Minnesota Department of Natural Resources Director of Fish and Wildlife and Dirk Peterson, Minnesota Department of Natural Resources program manager, testified on H.F. 242 and H.F. 107.

Chair McNamara moved H.F. 242 be laid over for possible inclusion in the Omnibus Game and Fish Bill.

Representative Drazkowski moved that the minutes from the committee meeting on February 8, 2011 be adopted. THE MOTION PREVAILED.

The meeting was adjourned at 9:59 a.m.
