MINUTES

Representative Hoppe, Chair of the Commerce and Regulatory Reform Committee, called the meeting to order at 2:41 p.m. on January 31, 2012, in the Basement hearing room of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.
DITTRICH, Denise, and O’DRISCOLL, Tim, were excused.
Representative Tillberry moved the minutes from January 24, 2011. The motion prevailed.
Representative Hoppe moved HF657 and recommended that it be re-referred to the General Register.
Representative Hoppe moved amendment H0657A8.
Rich Forselyler from Live Nation testified.
Bill Huepenbecker from Xcel Energy Center testified.
Representative Hoppe renewed his motion on amendment H0657A8. The motion prevailed. The amendment was adopted.
Representative Hoppe moved that HF0657 be recommended to pass as amended and re-referred to the General Register. The motion prevailed.
Representative Sarah Anderson moved SF1268 and recommended that it be passed and re-referred to the General Register.
Representative Atkins moved amendment S1268A6.
Representative Atkins incorporated changes to his amendment. On line 1.3 after "upon" insert "written."
Representative Daudt moved an oral amendment to S1268A6. On line 1.3, remove the word "immediately" and insert "within 7 days." The motion prevailed. The oral amendment was adopted.
Representative Atkins moved an oral amendment to the oral amendment. Delete "within seven days" and insert "within 24 hours."
Representative Atkins requested a roll call vote to the oral amendment.
The following members voted in favor of the motion:
ATKINS, SARAH ANDERSON, ANZELC, JOHNSON, LILLIE, MULLERY, NELSON, SLOCUM, TILLBERRY.
The following members voted against the motion:
HOPPE, SANDERS, DIANE ANDERSON, CRAWFORD, DAUDT, DAVIDS, KIEFFER, LOON, MAZOROL, MURDOCK, STENSRUD.
There being 8 ayes and 12 nays, the motion did not prevail. The amendment was not adopted.
Representative Atkins requested a roll-call vote to the amended amendment SF1268A6.
The following members voted in favor of the motion:
ATKINS, ANZELC, JOHNSON, LILLIE, MULLERY, NELSON, SLOCUM, TILLBERRY.
The following members voted against the motion:
HOPPE, SANDERS, DIANE ANDERSON, SARAH ANDERSON, CRAWFORD, DAUDT, DAVIDS, KIEFFER, LOON, MAZOROL, MURDOCK, STENSRUD.
There being 8 ayes and 12 nays, the motion did not prevail. The amended amendment was not adopted.
Representative Nelson moved amendment S1268A4.
Representative Atkins requested a roll-call vote on the amendment.
The following members voted in favor of the motion:
ATKINS, ANZELC, JOHNSON, LILLIE, MULLERY, NELSON, SLOCUM, TILLBERRY.
The following members voted against the motion:
HOPPE, SANDERS, DIANE ANDERSON, SARAH ANDERSON, CRAWFORD, DAUDT, DAVIDS, KIEFFER, LOON, MAZOROL, MURDOCK, STENSRUD.
There being 8 ayes and 12 nays, the motion did not prevail. The amendment was not adopted.
Representative Tillberry moved amendment S1268A7 and requested a roll-call vote.
Paul Cassidy testified.
Representative Tillberry renewed his motion.
The following members voted in favor of the motion:
ATKINS, ANZELC, JOHNSON, LILLIE, MULLERY, NELSON, SLOCUM, TILLBERRY.
The following members voted against the motion:
HOPPE, SANDERS, DIANE ANDERSON, SARAH ANDERSON, CRAWFORD, DAUDT, DAVIDS, KIEFFER, LOON, MAZOROL, MURDOCK, STENSRUD.
There being 8 ayes and 12 nays, the motion did not prevail. The amendment was not adopted.
Representative Hoppe moved to reconsider the SF1268A6 amendment as amended and requested a roll-call vote.
There being 20 ayes and 0 nays, the motion prevailed. The amendment was adopted.
Representative Sarah Anderson renewed her motion that SF1268 as amended be recommended to pass and re-referred to the General Register. The motion prevailed.
The chair adjourned the meeting at 3:27 pm.
