MINUTES

Representative Hoppe, Chair of the Commerce and Regulatory Reform Committee, called the meeting to order at 10:10 am on April 29, 2011, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Atkins moved HF0122.

Dominick Sposeto from MN Dental Association testified.

Representative Atkins moved amendment H0122A2. The motion prevailed. The amendment was adopted.

Joseph Lally from Delta Dental testified.

David Morse from Delta Dental testified.

Robyn Rowen from MN Insurance and Financial Services Counsel.

Representative Atkins moved an oral amendment. On line 3.3 delete "120" and insert "75." The motion prevailed. The amendment was adopted.

Representative Atkins renewed his motion that HF0122 be recommended to pass as amended and re-referred to the General Register. The motion prevailed.

Representative Stensrud moved HF1397.

Greg Dattilo from Agents Coalition for Health Care Reform testified.

Representative Stensrud moved amendment A101. The motion prevailed. The amendment was adopted.

Geoff Bartsh from Medica and MN Council of Health Plans testified.

Robert Commodore from MN Department of Commerce testified.

Representative Stensrud renewed his motion that HF1397 be recommended to pass as amended and re-referred to the Health and Human Services Reform Committee.

Representative Hoppe moved to reconsider motion. The motion prevailed.

Representative Stensrud moved that HF1397 be recommended to pass as amended and re-referred to the General Register. The motion prevailed.

Representative Hoppe moved HF1471.

Representative Hortman introduced HF1471.

Representative Hoppe handed the gavel to Representative Atkins at 10:57 AM.

Garth Hickle from MN Pollution Control Agency testified.

Representative Atkins handed the gavel back to Representative Hoppe at 11:02 AM.

Victoria Reinhart from Ramsey County Board of Commissioners testified.

Lisa Weik from Washington County Board of Commissioners testified.

Julie Ketchum testified.

Theresa Bauer from Materials Processing Corporation testified.

Representative Hoppe renewed his motion that HF1471 be recommended to pass and re-referred to the Environment and Energy Finance Committee. The motion prevailed.

The chair adjourned the meeting at 11:24 AM.
