MINUTES


Representative Carlos Mariani, Chair of the K-12 Education Policy & Oversight Committee, unofficially called the forty-first meeting to order at 8:32 AM on Wednesday, February 17, 2010 in the Basement hearing room of the State Office Building.

The Committee Legislative Assistant noted the roll:

HF 2814 (Swails) - A bill for an act relating to pupil transportation; modifying pupil transportation provisions; clarifying Department of Education's role in maintaining training programs; including use of certain lift buses in the category of revenue authorized for reimbursement; including actual contracted transportation costs as a method for allocating pupil transportation costs; amending Minnesota Statutes 2008, sections 123B.88, subdivision 13; 123B.90, subdivision 3; 123B.92, subdivision 5; Minnesota Statutes 2009 Supplement, section 123B.92, subdivision 1.

Mr. Brad Lundell, Minnesota Association for Pupil Transportation, presented HF 2814.

Chair Mariani officially called the hearing to order at 8:35 AM. A quorum was present.

Rep. Swails moved that HF 2814 be recommended to pass and re-referred to the Committee on Finance, with a recommended re-referral to the K-12 Finance Division.

Mr. David Peterson, Saint Paul School District, testified on behalf of HF 2814.

Rep. Swails renewed her motion that HF 2814 be recommended to pass and re-referred to the Committee on Finance, with a recommended re-referral to the K-12 Finance Division. THE MOTION PREVAILED.


HF 664 (Welti)- A bill for an act relating to education; creating model curriculum for mental health; proposing coding for new law in Minnesota Statutes, chapter 120B.

Chair Mariani moved that HF 664 be recommended to pass and referred to the Committee on Finance, with a recommended re-referral to the K-12 Finance Division.

Chair Mariani moved the A09-0129 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Welti presented HF 664, as amended.

Testifying on behalf of HF 664, as amended, were:

Rep. Kath moved the following oral amendment:

Page 1, Line 9, before "model" insert "age appropriate"
Page 1, Line 13, after "implementing" insert "age appropriate"

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Testifying against HF 664, as amended, was:

Chair Mariani renewed his motion that HF 664, as amended, be recommended to pass, and referred to the Committee on Finance, with a recommended re-referral to the K-12 Finance Division. THE MOTION PREVAILED.


HF 2705 (Peterson)- A bill for an act relating to education; implementing a transitions plan for high school students to successfully pursue postsecondary education and employment; appropriating money; amending Minnesota Statutes 2008, section 120B.125

Rep. Peterson moved that HF 2705 be recommended to pass, and referred to the Committee on Finance, with a recommended re-referral to the K-12 Finance Division.

Rep. Peterson presented HF 2705.

Testifying on behalf of HF 2705 were:

Mr. Bryan Lindsley, Executive Director of the Governor’s Workforce Development Council
Ms. Mo Amundson, Governor’s Workforce Development Council and Owner/Consultant, Education-to-Careers

Rep. McFarlane moved that the minutes from February 16, 2010 be adopted. THE MOTION PREVAILED. THE MINUTES WERE ADOPTED.
