MINUTES


Representative Kory Kath, Vice-Chair of the K-12 Education Policy & Oversight Committee, called the twenty-third meeting to order at 8:35 AM on Tuesday, March 10, 2009 in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll:

Rep. Murdock moved the minutes from March 5, 2009 be adopted. THE MOTION PREVAILED. THE MINUTES WERE ADOPTED.

HF501(Mariani)—A bill for an act relating to education; creating an alternative means of graduation for students; amending Minnesota Statutes 2008, section 120B.30, subdivision 1.

Rep. Mariani moved that HF501 be recommended to pass and referred to the Committee on Finance, with a recommended re-referral to the K-12 Finance Division.

Rep. Mariani moved the H0501DE2 amendment.

Rep. Mariani incorporated the following oral amendment into

Page 3. Line 13, after the first "of" insert "and"
Page 4, Line 9, delete "develop and"

Rep. Mariani renewed his motion that the H0501DE2 amendment, as amended, be adopted. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Mariani presented HF501, as amended.

Testifying on behalf of HF501, as amended, were:

Ms. Cindy Amoroso, Curriculum and Instruction, Mankato Public Schools
Mr. Paul Neubauer, principal, St. Francis High School
Ms. Angie Roesner, high school math teacher, Eden Prairie Public Schools
Ms. Julie Cutshall, high school math teacher, Lakeville North High School
Mr. Peyton Robb, school board member, Edina Public Schools

Rep. Doepke moved the H0501A1 amendment.

Rep. Doepke incorporated the following changes into the H0501A1 amendment:

Page 1, Line 6, after "section" delete "2" and insert "4"
Page 1, Line 9, delete "27" and insert "26"
Page 1, Line 10, delete "2", and insert "4"

Rep. Mariani moved to divide the H0501A1 amendment as follows:

Page 1, Line 1 - 9 and
Page 1, Line 10-21

Rep. Mariani moved to vote on the second half of the H0501A1 amendment first.

Rep. Doepke withdrew the H501A1 amendment.

Questions and discussion followed.

Rep. Newton moved the following oral amendment:

Page 3, Line 10, delete "A school board that decides to"
Page 3, delete lines 11-14

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Newton moved the H0501A2 amendment.

Rep. Newton incorporated the following oral amendment to the H0501A2 amendment:

Page 1, Line 5, delete "diploma and on the student’s"

Questions and discussion followed.

Rep. Newton renewed his motion that the H0501A2 amendment, as amended, be adopted. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Testifying against HF501, as amended, was:

Deputy Commissioner Chas Anderson, Minnesota Department of Education

Chair Kath laid HF501, as amended, over until the next meeting.

The meeting was adjourned at 10:02 AM.
