MINUTES


Representative Kahn, Chair of the Division, called the meeting to order at 2:56 P.M. on March 18, 2010 in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

HF 2577 (Carlson) Legislators allowed to call a special session, and constitutional amendment proposed

Chair Kahn moved that HF 2577 be recommended to pass and be re-referred to the Finance Committee.

Chair Kahn then moved the H2577A1 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Carlson testified in support of HF 2577.

Chair Kahn renewed her motion that HF 2577 be recommended to pass, as amended, and be re-referred to the Finance Committee. THE MOTION PREVAILED.

HF 2866 (Carlson) Executive branch authority modified to reduce unexpended allotments.

Chair Kahn moved that HF 2866 be recommended to pass and be re-referred to the Finance Committee.

Representative Carlson testified in support of HF 2866.

Keesha Gaskins, Executive Director, Minnesota League of Women Voters, also testified in support of HF 2866.

Chair Kahn renewed her motion that HF 2866 be recommended to pass and be re-referred to the Finance Committee. THE MOTION PREVAILED.

HF 3073 (Carlson) Amount of agency deposit receipts, made technical changes, and use of fees clarified in the combined charities campaign.

Chair Kahn moved that HF 3073 be recommended to pass and be re-referred to the Finance Committee.

Representative Carlson testified in support of HF 3073.

Dennis Munkwitz, Chief Financial Officer, Minnesota Management and Budget, also testified in support of HF 3073.

Chair Kahn renewed her motion that HF 3073 be recommended to pass and be re-referred to the Finance Committee. THE MOTION PREVAILED.

HF 2690 (Sertich) Executive agency appropriations required to include proportionate reductions in expenditures on contracts, and requirements provided during periods of projected deficits.

Chair Kahn moved that HF 2690 be recommended to pass and be re-referred to the Finance Committee.

Vice-Chair Winkler moved the H2690A4 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Vice-Chair Winkler moved the H2690A5 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Sertich testified in support of HF 2690.

Representative Downey moved the following oral amendment to the H2690A4 amendment, as written before it was adopted as part of HF2690.

Page 1, Line 15, after "possible," insert "without hiring permanent staff replacements,"

THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Kahn renewed her motion that HF 2690 be recommended to pass, as amended, and be re-referred to the Finance Committee. THE MOTION PREVAILED.

HF 2840 (Swails) Collaborative governance council established.

Chair Kahn moved that HF 2840 be recommended to pass and be re-referred to the Finance Committee.

Chair Kahn then moved the A10-2388 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representatives Swails and McFarlane and State Auditor Otto testified in support of HF 2840.

Chair Kahn moved that Minnesota Association of Professional Employees be included in the list of members that make up the Governance Council. After some discussion Chair Kahn withdrew her motion.

Chair Kahn renewed her motion that HF 2840 be recommended to pass, as amended, and be re-referred to the Finance Committee. THE MOTION PREVAILED.

The meeting was adjourned at 4:34 P.M.
