Chair Thomas Huntley began the twenty-second meeting of the Health Care and Human Services Finance Division at 1:04 p.m. on Thursday, March 19, 2009, in Room 200 of the State Office Building. A quorum was not present.

Presentations of the Governor’s supplemental Human Services budget recommendations were made by the following DHS individuals:

Jayne Rankin, Budget Director - Overview

Brian Osberg, Assistant Commissioner

Health care grants:

Minnesota Disability Health Options (MnDHO) budget neutrality
Basic care rateable reduction
GAMC (General Assistance Medical Care) outpatient benefit and uncompensated care pool

Chuck Johnson, Assistant Commissioner, Child and Family Services

Children and economic assistance grants:

Child permanency – Northstar care
MFIP reductions (Minnesota Family Investment Program)
MFIP consolidated fund reduction
Decrease MFIP exit level to 110% FPG (federal poverty guideline)
TANF refinancing (Temporary Assistance for Needy Families)
Correct base level adjustments
Temporary reduction in community action grants
TANF emergency funds – emergency needs temporary expansion

John Zakelj, Manager, Chemical and Mental Health

Continuing care grants:

Reform payment method for CD (chemical dependency) providers
Delay new mental health services

Michael Tessneer, Chief Executive Officer, State Operated Services (SOS)

Reduction to State Operated Services

Jayne Rankin, Budget Director

Continuing care grants:

Reduce LTC (long term care) provider rates and grants

Agency management:

Merge Health Care Access Fund with general fund

MSOP/SOS pension reform (Chair Huntley pointed out this is not under our purview)

During presentations a quorum was present at 1:58 p.m. and Chair Huntley formally called the meeting to order.
