Chair Thomas Huntley began the thirty-eighth meeting of the Health Care and Human Services Finance Division at 8:08 a.m. on Monday, May 4, 2009, in Room 500S of the State Office Building. A quorum was not present.

HF 1865 (Gottwalt) - MinnesotaCare service provision modified, healthy Minnesota plan requirements established, and healthy Minnesota accounts established for MinnesotaCare enrollees.

Discussion continued from April 30 on H1865-1 and H1865DE1-1, a delete-everything amendment. Testifying were:

John Tyler, Legislative Committee, Minnesota Association of Health Underwriters (MAHU)
Greg Sailer, Minnesota Association of Health Underwriters
George Hoffman, Department of Human Services

Discussion occurred and testifying in support of the bill was:

David Allen, Minnesota Physicians Patient Alliance (MPPA)

Testifying to some concerns with the bill was:

Maureen O’Connell, Legal Services Advocacy Project

Discussion continued with closing remarks by Representative Gottwalt.

At 9:12 a.m. a quorum was present and the Chair formally called the meeting to order. The committee legislative assistant noted the roll:

Representative Murphy moved approval of the April 30, 2009, minutes. The motion prevailed.

HF 1708 (Hosch) - Mental health provisions amended, medical assistance reimbursement and eligibility changed, provider qualification and training requirements changed, mental health behavioral aide services amended, an excluded service added, special contracts with bordering states changed, and new methodology rate required.

Representative Hosch moved HF 1708 be recommended to pass and rereferred to the Committee on Finance and further moved adoption of the H1708A1 amendment. Discussion occurred and the motion prevailed.

Representative Hosch moved adoption of and explained the H1708A4 amendment. The motion prevailed and Rep. Hosch further moved the following oral amendment:

Page 22, line 22.15, delete "recommend" and insert "implement"

Page 22, line 22.16 , after "services" insert "starting January 1, 2010." and delete the remainder of
line 22.16, all of line 22.17, and everything before "The" on line 22.18

Page 22, line 22.20, delete "the recommendations for"

The motion prevailed. The oral amendment was adopted. Gary Cox, Children’s Mental Health Division of the Department of Human Services testified to the bill.

Representative Hosch renewed his motion that HF 1708, as amended, be recommended to pass and rereferred to the Committee on Finance. The motion prevailed.

Chair Huntley adjourned the meeting at 9:33 a.m.
