Chair Thomas Huntley began the fifty-second meeting of the Health Care and Human Services Finance Division at 1:25 p.m. on Thursday, March 11, 2010, in Room 200 of the State Office Building. A quorum was not present.

HF 2895 Juhnke - ICF/MR variable payment rates modified

Representative Juhnke introduced his testifiers on the bill:

Catherine Johnson, Administrator, Presbyterian Family Foundation, Inc., Willmar

Tamraa Goldenstein, Social Service Supervisor, Kandiyohi County Family Service Department, on behalf of Presbyterian Family Foundation, Inc.

Glenn Smith, Program Administrator, Disability Services, Minnesota Department of Human Services

Discussion followed. A quorum not yet present to allow for action on the bill, the Division began hearing testimony on H.F. 802, the next bill on the agenda.

HF 802 - Murphy, E. - Hospital root cause analysis requirements clarified, Minnesota Board of Nursing investigations clarified, and hospital payment for certain hospital-acquired conditions and treatments prohibited, a vehicle for the delete all amendment containing the new language for the General Assistance Medical Care (GAMC) agreement.

Representative Murphy began her opening comments on H0802DE3-1. A quorum was present at 1:34 p.m. and the Chair formally called the meeting to order. The clerk noted the roll:

Representative Thissen moved approval of the minutes from the March 4 and 5, 2010 meetings. The motion prevailed.

For the benefit of members having just arrived, the Chair gave a brief summation of what had occurred on H.F. 2895 (the Juhnke bill); moved the bill before the committee, and further moved adoption of the H2895DE1 delete everything amendment. The motion prevailed. Chair Huntley then moved H.F. 2895, as amended, be laid over for possible inclusion in the Health Care and Human Services omnibus bill. The motion prevailed.

Representative Murphy moved H.F. 802 be recommended to pass and returned to the Committee on Finance and further moved adoption of the H0802DE3-1 delete everything amendment.
The motion prevailed.

Representative Murphy then moved adoption of the H0802A3-2 amendment and the motion prevailed. She gave an overview of the bill, as amended, and public testimony began:

Representative Thissen made brief comments before Representative Murphy renewed her motion to move the bill.

Representative Murphy gave closing remarks and renewed her motion that H.F. 802, as amended, be recommended to pass and returned to the Committee on Finance. The motion prevailed.

Chair Huntley adjourned the meeting at 2:47 p.m.
