Vice Chair James Abeler began the tenth meeting of the Health Care and Human Services Finance Division at 12:44 p.m. on Thursday, February 12, 2009, in Room 200 of the State Office Building. A quorum was not present.

Jayne Rankin, Budget Director, Department of Human Services, gave an overview of change items in the governor’s budget recommendations relating to agency management as follows:

Reduce general administrative operations
Merge health care access fund with general fund

Ms. Rankin also responded to questions of members.

At 12:57 p.m. a quorum was present and Vice Chair Abeler formally called the tenth meeting to order. The

Representative Thao moved approval of the February 5, 2009, minutes. The motion prevailed.

Gerald Kerber, Director, Division of Licensing, DHS, testified in place of Anne Barry, Chief Compliance Officer at DHS, on a change item in the governor’s budget relating to agency management as follows:

Restructure licensing funding
Align background study fee policy

Chuck Johnson, Assistant Commissioner, DHS, gave an overview of change items in the governor’s budget recommendations relating to Children and Economic Assistance Grants as follows:

Combine emergency GA and MSA (general assistance and Minnesota supplemental aid)
Modify 20% income withholding
Diversionary work program changes
Overpayment policy alignment
Fraud prevention investigation
Revenue recapture appeals
