MINUTES


Representative David Bly, Vice Chair of the Higher Education and Workforce Development Finance and Policy Division, called the meeting to order at 1:15 P.M. on Tuesday, April 14, 2009, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Slocum moved that the minutes of April 7, 2009 be adopted. THE MOTION PREVAILED.

Chair Rukavina made brief announcements regarding the timeline for the omnibus bill.

Chair Rukavina moved that HF 869 be recommended to pass and be referred to the Finance Committee.

Judy Borgen, Associate Vice Chancellor for the Budget, Minnesota State Colleges and Universities, introduced herself and provided testimony regarding the amendment H0860A25.

Chair Rukavina discussed the use of stimulus money to buy down fee increases to $300 at the University of Minnesota and $200 at the Minnesota State Colleges and Universities, and that it is one-time money, and also commented about the Governor asking for a cap.
