MINUTES


Representative Tom Rukavina, Chair of the Higher Education and Workforce Development Finance and Policy Division, called the meeting to order at 1:05 P.M. on Thursday, March 4, 2010, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Chair Rukavina invited Roderick Henry, President, Inter Faculty Organization (IFO) to come forward to provide testimony regarding the budget cuts.

Roderick Henry, President, Inter Faculty Organization (IFO), introduced himself and provided testimony regarding the budget cuts and how they will affect campuses.

Chair Rukavina invited Rick Nelson, Minnesota State College Faculty, to come forward to provide testimony regarding the budget cuts.

Rick Nelson, Minnesota State College Faculty (MSCF), introduced himself and provided testimony regarding the budget cuts.

Chair Rukavina invited Representative Anzelc to come forward to present HF 2570.

HF 2570 (Anzelc)

Representative Anzelc presented HF 2570, relating to economic development; renaming the Douglas J. Johnson economic protection trust fund and the Ironworld Discovery Center.

Representative Clark moved that HF 2570 be recommended to pass and be held over for possible inclusion in the omnibus bill.

HF 3274 (Obermueller)

Representative Obermueller moved that HF 3274 be recommended to pass and be referred to the Finance Committee.

Representative Obermueller presented HF 3274, relating to employment; modifying benefit account requirements for unemployment benefits.

Representative Obermueller moved amendment H3274DE1, a delete everything amendment to HF 3274, attached. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Obermueller asked Lee Nelson, Legal Counsel, Unemployment Insurance Division, Department of Employment and Economic Development, to come forward to discuss the sunset date in the bill.

Lee Nelson, Legal Counsel, Unemployment Insurance Division, Department of Employment and Economic Development, introduced himself and provided testimony regarding the sunset date.

Questions and discussion followed.

Representative Obermueller moved to amend HF3274 as amended as follows:

Page 1, line 10, before "." insert "and expires June 30, 2011"

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Obermueller renewed his motion that HF 3274 as amended be recommended to pass and be referred to the Finance Committee. THE MOTION PREVAILED.

HF 3409 (Obermueller)

Representative Obermueller moved that HF 3409 be recommended to pass and be held over for possible inclusion in the omnibus bill.

Representative Obermueller moved to amend HF 3409 with the amendment AN-A14, attached.

Representative Obermueller presented HF 3409 and the amendment AN-A14, relating to workforce development; clarifying duties and responsibilities; modifying unemployment insurance.

Lee Nelson, Legal Counsel, Unemployment Insurance Division, Department of Employment and Economic Development, introduced himself and provided testimony regarding HF 3409.

Representative Obermueller renewed his motion to amend HF 3409 with the amendment AN-A14. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Obermueller renewed his motion that HF 3409 as amended be recommended to pass and be held over for possible inclusion in the omnibus bill.

Representative Davnie moved that the minutes of March 2, 2010 be adopted. THE MOTION PREVAILED.
