Representative Mindy Greiling, Chair of the Committee, called the meeting to order at 8:30AM on March 24, 2010, in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

HF331 (Nornes) A bill for an act relating to transportation; amending seat belt requirements for motor coaches used in school-related transportation.

Representative Nornes testified.

A quorum was present at 8:35am.

Representative Greiling moved HF331 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.

Representative Greiling offered H0331A2 as an amendment to HF331.

HF3008 (Anzelc) A bill for an act relating to transportation; amending requirements for type III vehicle drivers.


Representative Anzelc and Tom Kelliher, Lobbyist, Minnesota School Bus Operators Association, provided an informational overview of HF3008..


HF3347 (Urdahl) A bill for an act relating to health; defining school concession stands under food and beverage service establishments.

Representative Greiling moved HF3347 be recommended to pass and returned to Finance.

Representative Urdahl testified.

Representative Greiling renewed her motion that HF3347 be recommended to pass and returned to Finance.

HF2728 (Abeler) A bill for an act relating to education; providing explosive growth revenue.

Representative Newton moved HF2728 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.

Representative Abeler, Dr. Mark Bezek, Superintendent, Elk River Public Schools, and Joe Stangler, Director of Research and Assessment, Elk River Public Schools, testified.

Representative Newton renewed his motion that HF2728 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.


HF3503 (Newton) A bill for an act relating to education; authorizing school districts to levy to pay costs attributable to increases in employer contribution rates for pension plans.

Representative Newton moved HF3503 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.

Representative Newton offered H3503A1 as an amendment to HF3503.

HF3699 (Greiling) A bill for an act relating to education finance; authorizing a discretionary levy for school districts.

Representative Greiling moved HF3699 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.
