Representative Mindy Greiling, Chair of the Committee, called the meeting to order at 2:45PM on April 2, 2009, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

HF214 (Bly) A bill for an act relating to energy; authorizing school boards to form business entity solely for wind energy project.

Representative Bly testified.

A quorum was present at 2:53pm.

Representative Benson moved the minutes of April 1, 2009 be adopted.
THE MOTION PREVAILED.

Representative Greiling moved that HF214 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.

Representative Greiling offered A09-0290 as an amendment to HF214.
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Greiling renewed her motion that HF214, as amended, be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.

HF2008 (Persell) A bill for an act relating to education finance; adding a public miles transported component to the general education revenue formula.

Representative Greiling moved that HF2008 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.

Representative Persell, Dr. Jim Hess, Superintendent, Bemidji Area Schools, and Chris Leinen,
Director of Business Services, Bemidji Area Schools, testified.

Representative Greiling renewed her motion that HF2008 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.


HF425 (Hilstrom) A bill for an act relating to education finance; modifying the formula for school district integration revenue.

Representative Greiling moved that HF425 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.

Representative Hilstrom, Keith Lester, Superintendent, Brooklyn Center Schools, Brian Bass, Principal, Brooklyn Center High School, and Dr. Robert Slotterback, Superintendent, Richfield Public Schools, testified.

Representative Greiling renewed her motion that HF425 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.


HF1856 (Swails) A bill for an act relating to pupil transportation; authorizing a school district to report actual costs instead of allocated costs for contracted services; clarifying certain field trip costs; broadening resident district involvement when a student is placed in another district for care and treatment; increasing the maximum weight of a type A-I school bus; modifying seat back and tailpipe equipment standards.

Representative Swails moved that HF1856 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.

Representative Swails offered the following oral amendment to HF1856:
Page 8, line 25, after "categories" insert "and and for special transportation separate from regular and excess transportation"
THE MOTION PREVAILED. THE ORAL AMENDMENT WAS ADOPTED.

Representative Swails, Brad Lundell, Lobbyist, MN Association for Pupil Transportation, and Dave Peterson, Communications Officer, MN Association for Pupil Transportation, testified.

Representative Greiling renewed her motion that HF1856, as amended, be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.


HF2051 (Newton) A bill for an act relating to education; modifying integration revenue provisions.

Representative Newton moved that HF2051 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.

Representative Newton offered A09-0349 as an amendment to HF2051.

Discussion occurred.

Representative Garofalo requested a roll call of amendment A09-0349.

Representative Newton renewed his motion that HF2051, as amended, be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.
