MINUTES


Representative Mindy Greiling, Chair of the Committee, called the meeting to order at 2:45PM on March 25, 2009, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

HF1174 (Kiffmeyer) A bill for an act relating to education finance; defining local education agency for certain special education purposes.

Representative Greiling moved that HF1174 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.

Representative Kiffmeyer, Nan Records, Director of Special Education,Sherburne-Northern Wright Special Education Cooperative, Steve Dooley, Superintendent, Becker School District, Dr. Marcia Ziegler, Superintendent, St. Michael-Albertville School District, and John Miller, Superintendent, Big Lake School District, testified.

Public testimony on HF1174 was offered by the following individuals:
Tom Melcher, Director of Program Finance, Minnesota department of Education

Representative Anderson offered the following oral amendment to HF1174:
Strike Page 1, line 19 through page 2, line 2.
THE AMENDMENT WAS ADOPTED.

Representative Greiling renewed her motion that HF1174, as amended, be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.

A quorum was present at 2:50pm.

HF895 (Eken) A bill for an act relating to education; creating a grant program to allow rural school districts to share services.

Representative Greiling moved that HF895 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.

Representative Greiling offered the following oral amendment to HF895:
Page 1, line 9, insert "." after "Districts"
Page 1, line 9, strike "and"
Page 1, line 9, strike "other" and insert "Other"
THE AMENDMENT WAS ADOPTED.

Representative Eken, Jerry Nesland, Superintendent, Menahga Public Schools, and Mark Schmitz, Superintendent , Staples-Motley Public Schools, testified.

Public testimony on HF895 was provided by the following individuals:
Sam Walseth, Director of Legislative Action, Minnesota Rural Educators Association

Representative Greiling renewed her motion that HF895, as amended, be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.

Representative Doepke moved the minutes of March 24, 2009 be adopted.
THE MOTION PREVAILED.


HF1665 (Swails) A bill for an act relating to education; creating a best practices center for shared services.

Representative Swails moved that HF1665 be recommended to pass and be returned to the Finance Committee.

Representative Swails offered H1665DE1 as an amendment to HF1665.
THE AMENDMENT WAS ADOPTED.

Representative Swails, Representative McFarlane, Rebecca Otto, Minnesota State Auditor, Sally Vogt, Board Chair, Southwest West Central Service Cooperative, Grace Keliher, Lobbyist, Minnesota Schools Boards Association, and Sam Walseth, Director of Legislative Action, Minnesota Rural Educators Association, testified.

Representative Swails renewed her motion that HF1665, as amended, be recommended to pass and be returned to the Finance Committee.
THE MOTION PREVAILED.


HF1222 (Abeler) A bill for an act relating to education finance; indexing equalizing factors for the debt service and referendum equalization aid programs.

Representative Newton moved that HF1222 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.

Representative Abeler testified.

Representative Newton renewed his motion that HF1222 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.


HF1772 (Doty) A bill for an act relating to education finance; increasing state support for the debt service equalization aid program; creating a school bond agricultural credit.

Representative Ward moved that HF1772 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.

Representative Doty, Dean Peterson, Chair, Upsala School Board, and Earl Mathison, Superintendent, Upsala School Distrtict, testified.

Representative Ward renewed his motion that HF1772 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.
