MINUTES


Representative Mindy Greiling, Chair of the Committee, called the meeting to order at 2:45PM on March 31, 2009, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

HF2033 (Faust) A bill for an act relating to education; appropriating money for research-based professional development that includes "response to intervention" problem solving.

Representatives Faust, Chris McHugh, Advisory Board Member, St. Croix River Education District, Dr. Ann Casey, Director, MN Response to Intervention Center, and Dr. Lora Dagel, RTI Coach and Early Intervention Specialist, Milaca Public Schools, testified.

A quorum was present at 2:50pm.

Representative Greiling moved that HF2033 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.

Representative Greiling moved H2033A1 as an amendment to HF2033.
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Greiling renewed her motion that HF2033, as amended, be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.

Representative Benson moved the minutes of March 26, 2009 be adopted.

HF1046 (Mariani) A bill for an act relating to education; establishing a Minnesota reading corps program.

Representative Mariani moved that HF1046 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.

Representative Mariani, Steve Shank, Chairman, Capella Education Company, and Kerry Bollman, Reading Center Director, St. Croix Education District, testified.

Representative Mariani renewed his motion that HF1046 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.


HF1177 (Garofalo) A bill for an act relating to education finance; creating the early graduation achievement scholarship program.

Representative Garofalo moved that HF1177 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.

Representative Garofalo and Tina Armstrong, Minnesota Council for the Gifted and Talented, testified.

Representative Garofalo renewed his motion that HF1177 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.


HF1702 (Davnie) A bill for an act relating to education; authorizing the commissioner of education to provide grants for concurrent enrollment programs in the same manner as advanced placement and international baccalaureate programs.

Representative Davnie moved that HF1702 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.

Representative Davnie, Susan Henderson, Director of Precollege Programs, College of Continuing Education, University of MN-Twin Cities, Sharon Ornelas, teacher, Edison High School, Steffan Abney, student, Washburn High School, Ginny Williams, Washburn High School, and Jim Murphy, Principal, Shakopee High School, testified.

Representative Davnie renewed his motion that HF1702 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.

HF751 (Benson) A bill for an act relating to education; authorizing school districts to create site-governed schools.

Representative Benson moved that HF751 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.

Representative Benson moved A09-0302 as an amendment to HF751.
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Benson offered the following oral amendment to amendment A09-0302:

THE ORAL AMENDMENT WAS INCORPORATED.

Representative Benson, Curtis Johnson, Managing Partner, Education Evolving, and Rose Hermodson, Consultant, Minneapolis Teachers Federation, testified.

Representative Ward offered H0751A2 as an amendment to HF751.
