MINUTES


Representative Mindy Greiling, Chair of the Committee, called the meeting to order at 2:45PM on March 12, 2009, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was not present.


HF680 (Kalin) A bill for an act relating to energy; providing direction for the use of federal stimulus funding for energy programs.

Representative Kalin provided an informational overview of HF680.

A quorum was present at 2:50pm.

HF920 (Tillberry) A bill for an act relating to education; removing obsolete and unneeded mandates.

Representative Tillberry moved that HF920 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.

Representative Tillberry, Tom Deans, Legal Counsel, Minnesota School Boards Association, and Grace Keliher, Director of Government Affairs, Minnesota Schools Boards Association, testified.

Representative Tillberry offered H0920A4 as an amendment to HF920.

Discussion occurred.

Public testimony on amendment H0920A4 was provided by the following individuals:
Sandy Neren, Lobbyist, Minnesota Newspaper Association
Kirk Schneidawind, Associate Director of Government Relations, Minnesota Schools Boards Assocation

Representative Tillberry withdrew amendment H0920A4.

Representative Dittrich offered H0920A7 as an amendment to HF920.

Discussion occurred.

Public testimony on amendment H0920A7 was provided by the following individuals:
Lisa Barnidge, State Planning Director, Minnesota Department of Education

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Benson offered H0920A6 as an amendment to HF920.

Discussion occurred.

Public testimony on amendment H0920A6 was offered by the following individuals:
Joel Carlson, Lobbyist, Congress of Minnesota Resorts
Joe Bagnoli, Lobbyist, Minnesota State Fair
Charlie Kyte, Executive Director, Minnesota Association of School Administrators
Kirk Schneidawind, Associate Director of Government Relations, Minnesota Schools Boards Association

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Tillberry renewed his motion that HF920 be recommended to be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.

Representative Newton moved the minutes of March 11, 2009 be adopted.
THE MOTION PREVAILED.
