MINUTES


Representative Nora Slawik, Chair of the Early Childhood Finance & Policy Division, called the meeting to order at 4:32 pm on Tuesday, April 14, 2009 in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Chair Slawik recessed the meeting to the call of the Chair.

Chair Slawik reconvened the Early Childhood Finance & Policy Division at 4:55 pm.

Testifying in opposition to a Quality Rating System:

Representative Rosenthal moved that the minutes from Tuesday, April 7, 2009 be adopted. THE MOTION PREVAILED.

Representative Slawik moved that H.F. 2088 (Slawik), Early childhood education funding provided relating to school readiness programs, school readiness service agreements, and prekindergarten exploratory projects, reports required, and money appropriated, be recommended to pass and be re-referred to the Committee on Finance.

Representative Slawik moved the H1026DE1-3 amendment (attached).

Representative Slawik moved to incorporate an oral amendment to proposed amendment H1026DE1-3 as follows:
Delete all references to H.F. 1026 and insert H.F. 2088

Emily Adriaens, House Fiscal Analyst, answered a question regarding the refinancing mechanism within the amendment.

Cherie Kotilinek, Manager, Child Care Assistance Program, Minnesota Department of Human Services answered a question on how federal stimulus funds could be used by the state.
