MINUTES


Representative Alice Hausman, Chair of the Capital Investment Finance Division, called the meeting to order at 2:52 p.m. on Tuesday, March 9, 2010 in the Basement Hearing Room of the State Office Building. The Committee Legislative Assistant noted the roll.

Rep. Phyllis Kahn presented on geographic mapping of bonding projects.

Rep. Davids moved approval of the minutes from the meetings of February 9, 2010. MOTION PREVAILED.

HF 2182 (Gardner) Rating criteria required for capital project funding requests.
(Informational hearing, no action was taken.)

HF 2909 (Anderson, S.) State agencies required to track and report on the number of jobs created or retained as a result of capital project funding.
(Informational hearing, no action was taken.)

HF 3105 (Downey) Information required to determine return on investment for capital requests
John Spry, Ph.D., Associate Professor, Opus College of Business, Finance Dept., St. Thomas University, testified in support of the bill

HF 2590 (Hausman) Appropriation and bond authorization for capital investment projects procedures clarified.

Kathy Kardell, Assistant Commissioner, Treasury Division, MN Management and Budget, testified on the bill.
(Informational hearing, no action was taken).

HF 3492 (Hausman) Higher education asset preservation and replacement funding provided, bonds issued, and money appropriated.

Rep. Hausman moved that HF 3492 be recommended to pass and returned to the Committee on Finance. MOTION PREVAILED

Rep. Jeremy Kalin presented on capital projects encouraged to meet state climate goals (Knuth provisions)

The meeting was adjourned at 4:28 p.m.
