MINUTES


Representative Juhnke, Chair of Committee on Agriculture, Rural Economies and Veterans Affairs Finance Division, called the meeting to order at March 24, 2010 at 10:40 AM in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Doty moved that the minutes of March 23, 2010 be adopted. THE MOTION PREVAILED AND THE MINUTES WERE ADOPTED.

Representative Juhnke renewed the motion that HF2678, as amended (see attached DEI amendment, adopted 3-23-10) be recommended to pass and re-referred to the Committee on Finance.

Representative Juhnke moved to amend H2678, as amended (see attached H2678A2).

Representative Falk moved to incorporate an oral amendment to Amendment H2678A2, as follows:
Page 14, line 20 after the period insert:
"This clause expires on June 1, 2011."

Representative Falk withdrew the proposed oral amendment.

Representative Juhnke renewed the motion to amend H2678, as amended (see attached H2678A2). THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Juhnke moved to amend HF2678, as amended (see attached H2678A3). THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Doty moved to amend H2678, as amended (see attached H2678A4). THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Hosch moved to amend H2678, as amended (see attached H2678A5). THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Doty moved to amend H2678, as amended (see attached H2678A7). THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Juhnke moved to amend H2678, as amended (see attached H2678A1). THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Juhnke renewed the motion that HF2678, as amended be recommended to pass and re-referred to the Committee on Finance. THE MOTION PREVAILED.

Representative Juhnke moved that H2100 be recommended to pass and be re-referred to the Committee on Finance.

Representative Juhnke moved to amend H2100 (see attached H2100DE1, delete everything amendment.)

Rep. Juhnke moved to incorporate an oral amendment to Amendment H2100DE1, the delete everything amendment, as follows:

Page 1, delete " line 2" and insert "Page 1, before line 5, insert:"

Page 1, line 9, before "biofuel" insert "biomass-related development including"

Page 8, line 18, before "amend" insert "renumber sections in sequence and"

The following people testified on the proposed oral amendment to H2100DE1:

Cort Holten, MN Horsemen Benevolent and Protective Association

THE MOTION PREVAILED. THE AMENDMENT, AS AMENDED, WAS ADOPTED.

Representative Juhnke renewed the motion that H2100, as amended, be recommended to pass and re-referred to the Committee on Finance. THE MOTION PREVAILED.

The meeting was adjourned at 11:32 AM.
