Representative Juhnke, Chair, called the meeting to order at 10:34 AM, April 1, 2009 in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Brown moved that the minutes of March 31, 2009 be amended. THE MOTION PREVAILED AND THE MINUTES APPROVED.

Rep. Otremba moved that HF 1447 (Otremba) Veterinarian education loan forgiveness program established, and money appropriated; be recommended to pass and be returned to the Committee on Finance with a recommended re-referral to the committee Higher Education and Workforce Development Finance and Policy Division.
Rep. Otremba moved the H1447A1 amendment (attached). THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Rep. Otrema and Dr. Laura K. Molgaard (Associate Dean, University of Minnesota) presented the bill. Discussion and questions followed.

Rep. Otremba renewed the motion that HF 1447 (Otremba) Veterinarian education loan forgiveness program established, and money appropriated; be passed and be returned to the Committee on Finance with a recommended re-referral to the committee Higher Education and Workforce Development Finance and Policy Division. THE MOTION PREVAILED AND THE BILL PASSED.


Rep. Hamilton assumed the gavel at 11:00 am.

Rep. Juhnke move that HF 47 (Juhnke) Kandiyohi County veterans home funding provided, bonds issued, and money appropriated; be heard and laid over for possible inclusion in the omnibus bill.

Rep. Juhnke moved the H0047DE2 amendment (attached). THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Rep. Juhnke presented the bill. Trisha Appeldorn (CVSO - Kandiyohi County) and Jim Dokken (City Council of Willmar) as testified on the bill. Discussion and questions followed.
Rep. Juhnke renewed the motion that HF 47 be laid over for possible inclusion in the omnibus bill.
Rep. Juhnke moved that HF 1367, first engrossment, (Juhnke) Minnesota Noxious Weed Law provisions modified, assistance fund and advisory committee established, grants provided; be heard and laid over for possible inclusion in the omnibus bill.
Rep. Juhnke presented the bill. Dr. Steve Chaplin (Nature Conservancy), Greg Senst (MN Association of County Agricultural Inspectors) and Geir Griisoe (Department of Agriculture), Sandy Neren (MN Newspaper Association) Ryan O’Connor (Association of MN Counties) testified on the bill. Discussion and questions followed.
Rep. Magnus moved the H1367A5 amendment (attached). THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.
Rep. Juhnke renewed the motion that HF 1367, first engrossment, be laid over for possible inclusion in the omnibus bill.
The meeting was adjourned at 11:50 AM.
