Representative Loren Solberg, Chair of the Committee on Ways and Means, called the meeting to order on Monday, May 4, 2009 at 9:00 AM.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Hamilton moved to adopt the Minutes of April 24, 2009 as presented.

Representative Hamilton moved to correct the spelling of the work motion in two places.

Representative Hamilton renewed his motion that the minutes of April 24, 2009 be adopted.

HF1221 (Bunn) Stillwater lift bridge endowment account established.
Representative Bunn moved that HF1221 be recommended to pass and be placed on the General Register.

Representative Holberg moved to amend HF1221 as follows: Page 2, line 2.18 after the work "other insert Minnesota.
THE MOTION PREVAILED THE AMENDMENT WAS ADOPTED

Representative Bunn presented HF1221 as amended.

Representative Bunn renewed her motion that HF1221 as amended pass and be placed on the General Register.
THE MOTION PREVAILED

HF1237 (Eken) Natural resources and state park provisions modified.
Representative Eken moved that HF1237 be recommended to pass and be placed on the General Register.

Representative Eken presented HF1237.

Representative Eken renewed his motion that HF1237 pass and be placed on the General Register.

HF1665 (Swails) Clearing house creation allowed for procurement and shared services examples.
Representative Swails moved that HF1665 be recommended to pass and be placed on General Register.

Representative Swails and Representative McFarlane presented HF1665.

Representative Swails renewed her motion that HF1665 pass and be placed on the General Register.
THE MOTION PREVAILED

HF1511 (Atkins) Lawful gambling provisions modified.
Representative Solberg moved that HF1511 be recommended to pass and be placed on the General Register.

Representative Atkins presented HF1551.

Representative Solberg renewed his motion that HF1551 pass and be placed on the General Register.

HF1849 (Nelson) Local governmental unit mandates removed, extended, and modified, and appropriations changed for certain costs of Office of Administrative Hearings
Representative Nelson moved that HF1849 be recommended to pass and be placed on the General Register.

Representative Nelson presented HF1849.

Representative Nelson renewed his motion that HF1849 pass and be placed on the General Register.

SF99 (Hortman) Motor vehicle operators child restraint systems use requirement expansion
Representative Solberg moved that SF99 be recommended to pass and e placed on the general register.

Representative Hortman presented SF99.

Representative Solberg renewed his motion that SF99 pass and be placed on the General Register.
THE MOTION PREVAILED

HF2038 (Solberg) Office of Strategic and Long-range Planning established, additional revenue priorities in general fund forecasts modified, report required, and money appropriated
Representative Solberg moved that HF2038 be recommended to pass and be placed on the General Register.

Representative Solberg passed the gavel to Representative Faust

Representative Solberg presented HF2038.

Representative Solberg moved to amend HF2038 as follows: H2038A2.
THE MOTION PREVAILED THE AMENDMENT WAS ADOPTED

Representative Solberg renewed his motion that HF2038 as amended pass and be placed on the General Register.


HF8 (Simon) Minnesota False Claims Act established.
Representative Faust requested that Representative Simon present HF8. The committee on Ways and Means will receive HF8 after the Session of May 4, 2009. This hearing is informational only.

Representative Simon presented HF8.

The Chair declared the committee in recess at 10:20 AM.

The committee reconvened at 2:20 pm.

Representative Solberg moved that HF8 be recommended to pass and be placed on the General Register.

Representative Solberg renewed his motion that HF8 pass and be placed on the General Register.

The committee adjourned at 2:30 pm.
