Representative Loren Solberg, Chair of the Committee on Ways and Means, called the meeting to order on April 12, 2010 at 1:30pm in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Davids moved the Minutes of March 24, 2010 be adopted as presented.

HF3279 (Huntley) Electronic health record technology provisions amended, administrative penalties provided, and money appropriated
Representative Huntley moved that HF3279 be recommended to pass and be placed on the General Register.
THE MOTION PREVAILED

Representative Huntley presented HF3279.

Testifying on HF3279 was Jim Goldman, Director of Health Policy, MN Department of Health.

Representative Huntley renewed his motion that HF3279 be recommended to pass and be placed on the General Register.

HF1467 (Nelson) Rail safe technology federal grant application direct
Representative Nelson moved that HF1467 pass and be placed on the General Register.

Representative Nelson presented HF1467.

Testifying on behalf of HF1467 was Gene Halverson, MNDOT.

Representative Nelson renewed his motion that HF1467 pass and be placed on the General Register.
THE MOTION PREVAILED

SF2846 (Hortman) Large motor vehicles (tractor, truck) on public streets and highways regulations modifications; motor vehicle carriers transporting milk gross annual permit issuance authority for overweight vehicles

Representative Solberg moved that SF2846 be recommended to pass and placed on the General Register.

Representative Solberg moved to amend SF2846 as follows: delete language in SF2846 and insert the language from HF3029.
THE MOTION PREVAILED THE AMENDMENT WAS ADOPTED
Gene Halvorson, MN/DOT testified on behalf of SF2846 as amended.

Representative Solberg renewed his motion that SF2846 as amended pass and be placed on the General Register.

HF2848 (Hortman) Traffic fines and forfeited bail money allocations modified.
Representative Faust moved that HF2848 be recommended to pass and placed on the General Register.

Representative Hortman presented HF2848.

Representative Faust renewed his motion that HF2848 pass and be placed on the General Register.
THE MOTION PREVAILED

HF3127 (Davnie) Administrative, benefit, and tax provisions modified.
Representative Faust moved that HF3127 be recommended to pass and placed on the General Register.

Representative Davnie presented HF3127.

Testifying on behalf of HF3127 was Lee Nelson, Legal Counsel to the MN Unemployment Program

Representative Faust renewed his motion that HF3127 pass and be placed on the General Register
THE MOTION PREVAILED

HF3310 (Hilstrom) State Patrol tax compliance and vehicle crimes investigations funding provided, and money appropriated.
Representative Hilstrom moved that HF3310 be recommended to pass and placed on the General Register.

Representative Hilstrom presented HF3310.

Testifying on behalf of HF3310 was Matt Hodapp, MN State Patrol.

Representative Hilstrom renewed her motion that HF3310 pass and be placed on the General Register
THE MOTION PREVAILED

HF3386 (Swails) Residential contracts performance guidelines required, statutory warranties modified, notice and opportunity to repair required, and dispute resolution procedures provided.
Representative Swails moved that HF3386 be recommended to pass and be placed on the General Register.

Representative Obermueller testified on behalf of HF3386.

Representative Swails renewed her motion that HF3386 pass and placed on the General Register.

The Committee on Ways and Means will meet on Wednesday, April 14, 2010 at 11:00 AM in the Basement Hearing Room.
