MINUTES


Representative Paul Marquart, Chair of the Committee, called the meeting to order at 6:03 P.M. on Wednesday, March 14, 2007, in Room 500S of the State Office Building.

Committee Legislative Assistant Paul Cumings noted the roll.

HF1502 (Erhardt) Seasonal recreational property exempted from the state general property tax levy.

Representative Erhardt testified on behalf of the bill. Jeff Forrester, Executive Director of the Minnesota Seasonal Recreation Properties Owners, testified in favor of the bill.

A quorum was present at 6:12 P.M.

Representative Erhardt moved that HF1502 be heard and laid over for possible inclusion in the Property Tax and Local Sales Tax Division Report.

Representative Erhardt testified on behalf of the bill. Jeff Forrester, Executive Director of the Minnesota Seasonal Recreation Properties Owners, testified in favor of the bill.

HF1816 (Erhardt) Local transportation levies limited.

Representative Erhardt moved that HF1816 be heard and laid over for possible inclusion in the Property Tax and Local Sales Tax Division Report.

Ann Finn, Lobbyist for the League of Minnesota Cities, testified in favor of the bill. Keith Carlson, Executive Director of the Minnesota Inter-County Association, testified in favor of the bill.

Representative Loeffler moved that HF1751 be heard and laid over for possible inclusion in the Property Tax and Local Sales Tax Division Report.

Representative Loeffler moved that the author's amendment labeled 1751A1. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Atkins testified on behalf of the bill. Jonathan Wilmshurst, Consultant for Aggregate Ready Mix of Minnesota, testified in favor of the bill. Joe Harris, County Commissioner for Dakota County, spoke in favor of the bill.

Representative Anderson moved approval of minutes for Joint Property Tax and Local Sales Tax Division and the K-12 Education Finance Division which took place on Tuesday, March 13, 2007. THE MOTION PREVAILED.


HF1012 (Otremba) Rural land abutting public waters valuation provided.

Representative Lanning moved that HF1012 be heard and laid over for possible inclusion in the Property Tax and Local Sales Tax Division Report.

Representative Otremba testified on behalf of the bill. Roger Jegiorski, resident of Todd County, spoke in favor of the bill. John Hagen, Assistant Director for Property Tax and Local Sales Tax for the Minnesota Department of Revenue, spoke about his concerns about the bill. Allan Perish, resident of Todd County, spoke in favor of the bill. Tom May, Hennepin County Assessor who spoke on behalf of the Minnesota Association of Assessing Officers, spoke in opposition to the bill. Dave Armstrong, LeSeuer County Assessor, spoke in opposition to the bill.

HF1900 (Slocum) Property bordering public waters reduced class tax rate provided.

Representative Mullery testified on behalf of the bill. Caroline Hortan, with the Affordable land Trust, testified in favor of the bill. Maureen Wamen, with the Wilder Foundation spoke in favor of the bill. The Department of Revenue does support these changes outlined in this bill.
