Representative Ann Lenczewski, Chair of the Committee, called the meeting to order at 10:10 A.M. on April 15, 2008 in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

HF4017-Lieder-Northwest Minnesota Multicounty Housing and Redevelopment Authority allowed to levy certain taxes.

Representative Lenczewski moved HF4017 be laid over for possible inclusion in the Omnibus Tax Bill.

Representative Lenczewski moved HF2763 be laid over for possible inclusion in the Omnibus Tax Bill.

HF2763-Gardner-Anoka County; Library governing bonding provision modified.

The following people testified on HF2763: Marlene Moulton-Janssen, Library Director, Anoka County; Lona Schreiber, Intergovernmental Relations, Anoka County;

HF2763 was laid over for possible inclusion in the Omnibus Tax Bill.

Representative Kohls moved HF3315 be laid over for possible inclusion in the Omnibus Tax Bill.

HF3315-Mahoney-Small business research and development credit allowed, and money appropriated.

Representative Kohls moved amendment H3315A1 (ATTACHED). THE MOTION PREVAILED, THE AMENDMENT WAS ADOPTED.

The following people testified on HF3315: Joseph Shaw, CEO, Syntiron; Bob Hoerr, CEO, Nanocopoeia.

Representative Kohls renewed his motion that HF3315 be laid over as amended for possible inclusion in the Omnibus Tax Bill.

Representative Davnie moved HF4064 be laid over for possible inclusion in the Omnibus Tax Bill.

HF4064-Davnie-Tax incentives and certification provided for green economy businesses, and money appropriated.

Representative Davnie moved amendment H4064A1 (ATTACHED). THE MOTION PREVAILED, THE AMENDMENT WAS ADOPTED.

The following person testified on behalf of HF4064: Lynn Hinkle, United Auto Workers.

Representative Davnie renewed his motion that HF4064 be laid over as amended for possible inclusion in the Omnibus Tax Bill.

Representative Paulsen moved HF2779 for possible inclusion in the Omnibus Tax Bill.

HF2779-Paulsen-Lifelong learning account program established, tax credits to employees and employers for contributions to lifelong learning accounts allowed, and money appropriated.

The following people testified on HF2779: Randall Johnson, State Policy Director, Council for Adult and Experiential Learning; Valerie Pace, West Region Manager, Corporate Citizenship, IBM; Kate Rubin, CEO, Minnesota High Tech Association; Bonnie Elsey, Director of Workforce Development, Department of Employment and Economic Development.

HF2779 was laid over for possible inclusion in the Omnibus Tax Bill.
