MINUTES


Representative Ann Lenczewski, Chair of the Committee, called the meeting to order at 7:52 P.M on April 14, 2008 in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Before the committee was HF2988.

HF2988-Brod-Towns authorized to refund surplus revenues upon removal of a subordinate service district.

The following person testified on behalf of HF2988: Greg Davis, Supervisor, Washington Township.

Representative Brod moved HF2988 be laid over for possible inclusion in the Omnibus Tax Bill.

Representative Brod moved amendment H2988DE1 (ATTACHED). THE MOTION PREVAILED, THE AMENDMENT WAS ADOPTED.

Representative Brod renewed her motion that HF2988 be laid over as amended for possible inclusion in the Omnibus Tax Bill.

Representative Solberg moved HF3704 be laid over for possible inclusion in the Omnibus Tax Bill.

HF3704-Bunn-Research activity credit increase modified, funding provided, and money appropriated.

Representative Solberg renewed his motion that HF3704 be laid over for possible inclusion in the Omnibus Tax Bill.

Representative Koenen moved HF3585 be recommended to pass.

HF3585-Koenen- Local government energy-related activities authorized, including ownership of renewable energy projects, and bonds and annual ad valorem tax authorized.

Representative Koenen moved amendment A08-1547 (ATTACHED). THE MOTION PREVAILED, THE AMENDMENT WAS ADOPTED.

The following people testified on HF3585: Bob Fox, Commissioner, Renville County; Peter McLaughlin, Commissioner, Hennepin County; Tony Hainault, Senior Environmentalist, Hennepin County.

Representative Koenen moved to orally amend HF3585 as follows: page one, delete section two; page two, delete lines 27-35, page three delete lines 1-10. THE MOTION PREVAILED, THE ORAL AMENDMENT WAS ADOPTED.

Representative Koenen renewed his motion that HF3585 recommended to pass as amended.
THE MOTION PREVAILED, THE BILL WAS PASSED AS AMENDED.

Representative Brod moved HF3586 be recommended to pass

HF3586-Thissen-Education tax credit equity and opportunity provided.

Representative Brod moved amendment H3586A1 (ATTACHED). THE MOTION PREVAILED, THE AMENDMENT WAS ADOPTED.

The following people testified on behalf of HF3586: Jim Field, President, Minnesota Independent School Forum; Tom McCarver, Executive Director, Friends of Catholic Urban Schools; Rene Lara, Legislative Action Specialist, Education Minnesota.

Representative Brod renewed her motion that HF3586 be laid over as amended for possible inclusion in the Omnibus Tax Bill.

Representative Lenczewski moved HF3939 be laid over for possible inclusion in the Omnibus Tax Bill.

HF3939-Kalin- Special research and development corporate tax credit authorized.

Representative Lenczewski moved an oral amendment as follows: on lines 2.9, 2.10, 2.12, 2.28, and 2.29 replace the word, "environmental" with the term, "green economy". THE MOTION PREVAILED, THE ORAL AMENDMENT WAS ADOPTED.

Representative Lenczewski renewed her motion that HF3939 be laid over as amended for possible inclusion in the Omnibus Tax Bill.
