Representative Ann Lenczewski, Chair of the Committee, called the meeting to order at 1:40 P.M. on Monday, April 16, 2007, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

HF2422 Clark Alcohol impact fund established, and alcohol health impact fee imposed.

Representative Jaros moved HF2422 be laid over for possible inclusion in the Omnibus Tax Bill.

Joel Michael (House Research) provided information on alcoholic beverage taxes.

Stephen Simon (University of Minnesota professor and Director, Minnesota Criminal Justice System DWI Task Force), Carol Falkowski (Director of Research Communications, Hazelden Foundation), Tom Johnson (President, Council on Crime and Justice), Dan Cain (President, RS Eden), Bob Melson (President, Minnesota Association of Resources for Recovery and Chemical Health), Captain Sally Weddel (Minneapolis Police Department), Carol Pass (President, East Phillips Improvement Association) testified in support of HF2422.

Michael D. Madigan (President, Minnesota Beer Wholesalers Association) and Jim Farrell (Executive Director, Minnesota Licensed Beverage Association) testified in opposition of HF2422.

HF2422 was laid over for possible inclusion in the Omnibus Tax Bill.

HF1738 Greiling Individual income tax rates modified, and revenues deposited in a K-12 education account.

Nina Manzi (House Research) provided information on income tax increase proposals.

Representative Lenczewski moved HF1738 be laid over for possible inclusion in the Omnibus Tax Bill.

HF1932 Jaros Income tax rates modified.

Representative Jaros moved HF1932 be laid over for possible inclusion in the Omnibus Tax Bill.

Marty Seifert (State Representative and citizen), David Dederichs (Manager of Fiscal and Labor Management Policy, Minnesota Chamber of Commerce), Jill Larson (Fiscal Policy Director, Minnesota Business Partnership), Wayne Cox (Executive Director, Minnesota Citizens for Tax Justice) and Lynn Reed (Executive Director, Minnesota Taxpayers Association) testified on HF1738 and HF1932.

HF1932 was laid over for possible inclusion in the Omnibus Tax Bill.

HF0060, as amended, was laid over for possible inclusion in the Omnibus Tax Bill.
