Representative Ann Lenczewski, Chair of the Committee, called the meeting to order at 10:15 A.M. on Monday, May 14, 2007, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Informational hearing of HF1978 Murphy, M. Omnibus pension bill modifying provisions of various state and local retirement plans.

Lawrence Martin (Executive Director, Legislative Commission on Pensions and Retirement) testified on HF1978.

A quorum was present.

Representative Solberg moved HF1978, First Engrossment, be recommended to pass and be re-referred to the Committee on Ways and Means.

Representative Solberg moved the H1978-11A amendment to HF1978, First Engrossment. THE MOTION PREVAILED - THE AMENDMENT WAS ADOPTED.

Representative Solberg renewed his motion that HF1978, First Engrossment, as amended, be recommended to pass and be re-referred to the Committee on Ways and Means. THE MOTION PREVAILED -THE BILL PASSED AS AMENDED AND WAS RE-REFERRED TO THE COMMITTEE ON WAYS AND MEANS.

HF1973 Carlson Minneapolis Public Library and Hennepin County library system merger enabled; and transfer of employees, property and assets to Hennepin County authorized.

Representative Carlson moved HF1973, Second Engrossment.

Representative Carlson moved the H1973A2 amendment to HF1973, Second Engrossment. THE MOTION PREVAILED - THE AMENDMENT WAS ADOPTED.

Representative Carlson moved the HDA-356 amendment to HF1973, Second Engrossment. THE MOTION PREVAILED - THE AMENDMENT WAS ADOPTED.

Kit Hadley (Director, Minneapolis Public Libraries), Richard Johnson (Hennepin County Administrator), Heather Johnston (Director of Management and Budget, City of Minneapolis), Cheryl Luger (library volunteer, Minneapolis resident) and Gail Dorfman (Hennepin County Commissioner) testified on HF1973, Second Engrossment.

Representative Carlson renewed his motion that HF1973, Second Engrossment, as amended, be recommended to pass and be sent to the General Register. THE MOTION PREVAILED -THE BILL PASSED AS AMENDED AND WAS SENT TO THE GENERAL REGISTER.

Representative Paulsen moved approval of the minutes of Tuesday, May 8, 2007. THE MOTION PREVAILED -THE MINUTES WERE APPROVED.

The committee recessed at 11:00 A.M.

The committee reconvened at 6:45 P.M.

Representative Solberg renewed his motion that HF1978, as amended, be recommended to pass and sent to the General Register. THE MOTION PREVAILED -THE BILL PASSED AS AMENDED AND WAS SENT TO THE GENERAL REGISTER.

HF1940 Dill Airport funding advisory task force and state airports fund established, and money appropriated.

Representative Dill moved HF1940, First Engrossment, be recommended to pass and be re-referred to the Committee on Ways and Means.

Representative Dill moved the A07-0984 amendment to HF1940, First Engrossment. THE MOTION PREVAILED - THE AMENDMENT WAS ADOPTED.

Representative Lanning moved to amend HF1940, First Engrossment, as follows:
Page 2, line 5, after "organizations" insert "or entities"
Page 2, line 14, delete "and"
Page 2, line 15, delete “." And insert “; and"
Page 2, after line 15, insert: “(10) municipalities that own or operate airports."
THE MOTION PREVAILED - THE AMENDMENT WAS ADOPTED.

Representative Dill renewed his motion the HF1940, First Engrossment, as amended, be recommended to pass and be re-referred to the Committee on Ways and Means. THE MOTION PREVAILED - THE BILL PASSED AS AMENDED AND WAS RE-REFERRED TO THE COMMITTEE ON WAYS AND MEANS.

HF0413 Lillie Outdoor sport equipment dealers franchise agreements with manufacturers regulated., and registration requirements established.

Representative Atkins moved HF0413, First Engrossment, be taken from the table. THE MOTION PREVAILED.

Representative Atkins moved the H0413A2 amendment to HF0413, First Engrossment. THE MOTION PREVAILED -THE AMENDMENT WAS ADOPTED.

Representative Atkins moved HF0413, First Engrossment be sent to the General Register. THE MOTION PREVAILED - THE BILL, AS AMENDED, WAS SENT TO THE GENERAL REGISTER.

The committee adjourned at 7:09 P.M.
