Representative Ann Lenczewski, Chair of the Committee, called the meeting to order at 10:02 A.M. on Tuesday, March 13, 2007, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

HF0313 Fritz Home care tax credit established, and money appropriated.

Representative Hilstrom moved HF0313 be laid over for possible inclusion in the Omnibus Tax Bill.

Rebecca Otterness (family caregiver, Multiple Sclerosis Society) testified on HF0313.

Representative Liebling moved to amend HF0313 as follows:
Page 2, delete lines 12 and 13
Page 2, line 14, delete "(2)" and insert "(1)"
Page 2, line 16, delete "(3)" and insert "(2)"
THE AMENDMENT WAS ADOPTED.

HF0313, as amended, was laid over for possible inclusion in the Omnibus Tax Bill.

HF0338 Seifert Adoption income tax credit authorized.

Representative Zellers moved HF0338 be laid over for possible inclusion in the Omnibus Tax Bill.

HF1341 Tingelstad Adoption expenses refundable income tax credit authorized, and money appropriated.

Representative Zellers moved HF1341 be laid over for possible inclusion in the Omnibus Tax Bill.

Joshua Kroll (North American Council on Adoptable Children) and Stephen Minar (adoptive parent) testified on HF0338 and HF1341.

Representative Zellers moved the H0338A1 amendment. THE AMENDMENT WAS ADOPTED.

HF0338 was laid over for possible inclusion in the Omnibus Tax Bill.

HF1341 was laid over for possible inclusion in the Omnibus Tax Bill.

HF1111 Rukavina Volunteer ambulance attendant and volunteer firefighter income tax credit provided, and money provided.

Representative Rukavina moved HF1111 be laid over for possible inclusion in the Omnibus Tax Bill.

Chief Nyle Zikmund (Legislative Chair, Minnesota State Fire Chiefs Association) and Buck McAlpin (President, Minnesota Ambulance Association) testified on HF1111.

HF1111 was laid over for possible inclusion in the Omnibus Tax Bill.

HF1249 Atkins Senior independent living personal technology income tax credit provided.

Representative Atkins moved HF1249 be laid over for possible inclusion in the Omnibus Tax Bill.

Representative Atkins moved the H1249A1 amendment. THE AMENDMENT WAS ADOPTED.

Mick Finn (Chief of Operations, Ecumen) testified on HF1249.

HF1249 was laid over for possible inclusion in the Omnibus Tax Bill.

HF1312 Jaros Affordable housing contributions income tax credit provided.

Representative Jaros moved HF1312 be laid over for possible inclusion in the Omnibus Tax Bill.

Representative Jaros moved to amend HF1312 as follows:
Page 1, line 23, strike "1,000" and insert "10,000." THE AMENDMENT WAS ADOPTED.

Chip Halbach (Executive Director, Minnesota Housing Partnership), Kim Vohs (Housing Director, Interfaith Outreach and Community Partners), Sue Haigh (CEO/President, Twin Cities Habitat for Humanity) and Lisa Frenette (Government Relations Director, Builders Association of Minnesota) testified on HF1312.

HF1312 was laid over for possible inclusion in the Omnibus Tax Bill.

HF0300 Haws Military pay tax deduction expanded, and military pension subtraction including survivor benefits created.

Representative Severson, a co-author of HF0300, joined Representative Haws at the table to present the bill.

Representative Simpson moved HF0300 be laid over for possible inclusion in the Omnibus Tax Bill.

Representative Simpson moved the H0300A3 amendment. THE AMENDMENT WAS ADOPTED.

Paul Adams (retired Marine Colonel), Paul Wagner (Department of Military Affairs and Association of the United States Army) and Colonel Eric Ahlness (Government Relations Officers, Department of Military Affairs) testified on HF0300.

HF0300 was laid over for possible inclusion in the Omnibus Tax Bill.
