Representative Mullery, Chair, called the meeting to order at 12:35 P.M. on Tuesday, March 13, 2007, in Room 10 of the State Office Building.

HF 1569 (Olin): A bill for an act relating to drivers' licenses; requiring credit be given to driver’s license offenses committed in Canada; amending Minnesota Statutes 2006, section 171.55.

HF 1506 (Olin): A bill for an act relating to public safety; authorizing an innocent party’s name associated with a criminal history to be redacted under certain circumstances; amending Minnesota Statutes 2006, section 13.87, subdivision 1.

HF 1278 (Olin): A bill for an act relating to real property; providing for homestead property; amending Minnesota Statutes 2006, sections 510.02; 510.05; 550.175, subdivisions 1, 4, by adding a subdivision; 550.18; 550.19; 550.22; 550.24; 580.24; proposing coding for new law in Minnesota Statutes, chapter 550.

Representative Olin presented HF 1278.

HF 1441 (Simon): A bill for an act relating to trust companies; limited purpose companies; making nonsubstantive term changes; amending Minnesota Statutes 2006, section 48A.03, subdivision 5.

Representative Kohls moved that HF 1441 be recommended to pass, and when so passed, be placed on the Consent Calendar. MOTION PREVAILED.

HF 1063 (Simon): A bill for an act relating to environment; adopting the Uniform Environmental Covenants Act; amending Minnesota Statutes 2006, sections 115.072; 115B.17, subdivision 15; proposing coding for new law as Minnesota Statutes, chapter 114E.

Representative Simon moved to orally amend the A07-0173 amendment as follows:

Page 1, line 1.1, delete "Senator ………….." and insert "Representative Simon", delete "S.F. No. 1051" and insert “H.F. 1063"

THE MOTION PREVAILED AND THE ORAL AMENDMENT WAS INCORPORATED.

Representative Simon moved adoption of the A07-0173 amendment, as amended. THE MOTION PREVAILED.

Representative Simon moved that HF 1063 be recommended to pass, as amended, and be re-referred to the Committee on Environment and Natural Resources. THE MOTION PREVAILED.

HF 1043 (Simon): A bill for an act relating to public safety; requiring predatory offenders to register electronic mail addresses and related information to law enforcement; amending Minnesota Statutes 2006, section 243.166, subdivision 4a.

Representative Simon presented HF 1043.

Representative Emmer moved to orally amend HF 1043 as follows:

Page 1, line 1.18, delete “and"

Page 1, line 1.21, delete the period and insert “, and"

Page 1, after line 1.21, insert:

“(8) shall be required on any motor vehicle owned by the offender to purchase and display “sexual predator" license plates. The form is to be determined by the Department of Public Safety."

Representative Emmer requested a roll call vote. The clerk called the roll and the results were as follows:

On a vote of 7 Ayes and 8 Nays, the MOTION DID NOT PREVAIL AND THE ORAL AMENDMENT WAS NOT INCORPORATED.

Representative Simon moved that HF 1043 be recommended to pass and be re-referred to the Committee on Finance with a further recommendation that the bill be re-referred to the Public Safety and Civil Justice Finance Division. THE MOTION PREVAILED.
