MINUTES



Representative Debra Hilstrom, Chair of the Local Government & Metropolitan Affairs Committee started the 32nd meeting at 2:36 pm on Wednesday, March 19, 2008 in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

HF2789/SF2379 (Dill): Eminent domain displaced business re-establishment costs limitation.

Rep. Dill presented HF2789 and took questions from the committee.

A quorum was present at 2:38pm, and the meeting was officially called to order.

Chair Hilstrom picked up SF2379 in lieu of HF2789 and moved that SF2379 be recommended to pass and be placed on the Consent Calendar.
THE MOTION PREVAILED AND THE BILL WAS PASSED.

HF3915 (Murphy, M.): St. Louis County civil service pilot project provided.

Chair Hilstrom moved that HF3915 be recommended to pass and be placed on the General Register.

Rep. Murphy presented HF3915 and took questions from the committee.

Rep. Hilstrom moved to amend HF3915 (see H3915A1).
THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Vice-Chair Tschumper assumed the gavel at 2:48pm.

Rep. Solberg moved to amend HF3915, as amended (see H3915A2).
THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

John Ongaro, St. Louis County Counsel, testified on behalf of HF3915 and took questions from the committee.

Bob Johnson, Teamsters Local Union #320, testified in opposition to HF3915 and took questions from the committee.

Vice-Chair Tschumper renewed Chair Hilstrom's motion that HF3915, as amended be recommended to pass and be placed on the General Register.
THE MOTION PREVAILED AND THE BILL WAS PASSED.

HF3821 (Clark): Minneapolis; Tax increment financing district duration extended, increment distribution provided, and neighborhood revitalization program governance structure changes limited.

Vice-Chair Tschumper moved that HF3821 be re-referred to the Committee on Taxes without further recommendation.

Rep. Clark presented HF3821 and took questions from the committee.
Vice-Chair Tschumper moved to orally amend HF3812 as follows:

Page 2, line 23, delete everything after the "."
Delete page 2, line 24
Delete page 2, line 25
THE MOTION PREVAILED AND THE ORAL AMENDMENT WAS ADOPTED.

Vice-Chair Tschumper renewed his motion that HF3812, as amended be re-referred to the Committee on Taxes without further recommendation.

Chair Hilstrom assumed the gavel at 3:23pm.

Chair Hilstrom explained to the committee that the minutes from the following dates needed to be corrected:

January 17, 2007
February 12, 2007
February 26, 2007
March 7, 2007
March 12, 2007
March 14, 2007

Rep. Marquart moved that where needed, committee minutes from 2007 be amended as follows:

strike "Laid on the table" and insert "laid over"
THE MOTION PREVAILED.

Vice- Chair Tschumper moved that the minutes of March 17, 2008 be adopted.
THE MOTION PREVAILED AND THE MINUTES WERE ADOPTED.

Rep. Scalze moved that the minutes of March 14, 2008 be adopted.
THE MOTION PREVAILED AND THE MINUTES WERE ADOPTED.

The meeting was adjourned at 3:24pm.
