LOCAL GOVERNMENT AND METRO AFFAIRS COMMITTEE

MINUTES


Representative Debra Hilstrom, Chair of the Local Government and Metro Affairs Committee, started the seventh meeting at 4:00pm on Monday, February 5, 2007 in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

Tom Gillaspy, the Minnesota State Demographer provided a presentation of the Minnesota Demographic Center and an overview of the state's demographic projections and estimates. He stood to take questions from the committee.

A quorum was present at 4:10pm, and the meeting was called to order.

John Adams, professor of geography at the University of Minnesota provided a presentation on public spending, investing and metropolitan planning in the state of Minnesota, and stood to take questions from the committee.

H.F.163 (Huntley): Duluth post-employment benefits accounts authorized to pay benefits to retired employees and to generate revenue dedicated to meet certain city obligations.

Rep. Hausman moved that H.F.163 be recommended to pass and be re-referred to the Committee on Finance.

Rep. Huntley presented H.F.163.

Rep. Hausman moved to amend H.F. 163 (see attachment H0163A1).

Herbert Bergson, Mayor of Duluth testified on behalf of the bill.

Rep. Huntley and Mayor Bergson took questions from the committee.

Rep. Hausman renewed her motion that H.F.163, as amended, be recommended to pass and be re-referred to the Committee on Finance.
THE MOTION PREVAILED AND THE BILL WAS PASSED.

Rep. Dominguez moved that the minutes of January 31, 2007 be adopted.
THE MOTION PREVAILED AND THE MINUTES WERE ADOPTED.


Robert Johns, director of the Center for Transportation Studies, provided a presentation of his organization, and
provided an overview of its 2006 Annual Report. He stood to take questions from the committee.

Chair Hilstrom adjourned the meeting at 5:22pm
