MINUTES



Representative Debra Hilstrom, Chair of the Local Government and Metro Affairs Committee, started the ninth meeting at 4pm on Monday, February 12, 2007 in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

HF617 (Dill): Crane Lake Certificates of indebtedness authorized.

Representative Dill presented HF617.

A quorum was present at 4:04pm and the meeting was called to order.

Chair Hilstrom moved that HF617 be sent to the Committee on Taxes with no further recommendation.

Representative Dill took questions from the committee.

Chair Hilstrom renewed her motion that HF617 be sent to the Committee on Taxes with no further recommendation.
THE MOTION PREVAILED.

HF465 (Kranz): Independent nonprofit firefighting corporations included in joint exercise of powers agreements.

Representative Solberg moved that HF465 be recommended to pass and be placed on the General Register.

Representative Kranz presented HF465 and took questions from the committee.

Garrett Parten, a non-profit firefighter for Spring Lake Park, Mounds View and Blaine testified on behalf of the bill, and took questions from the committee.

Chair Hilstrom laid HF465 on the table.

HF661 (Tinglestad): Speed limit on city streets in rural residential districts provided.

Representative Lanning moved that HF661 be laid on the table.

Representative Tinglestad presented HF661 and took questions from the committee.

The following people testified on behalf of the bill and took questions from the committee:
Mike Gamache, Mayor of Andover
Dave Berkowitz, Engineer for the City of Andover
Jim Dickinson, City Administrator for the City of Andover
Bernie Arseneau, State Traffic Engineer of the Minnesota Department of Transportation

Chair Hilstrom laid HF661 on the table.

SF19(Rest)/HF15 (Hilstrom): Legislative Commission on Metropolitan Government terminated, and Metropolitan Council reporting requirements modified.

Chair Hilstrom took up SF19 in lieu of HF15 and moved that it be recommended to pass and be re-referred to the Committee on Government Operations, Reform, Technology, & Elections.

Representative Buesgens requested a roll call vote on SF19. The results are as follows:

On a vote of 9 Ayes to 6 Nays, THE MOTION PREVAILED AND THE BILL WAS PASSED.

HF656 (Cornish): Local authorities prohibited from enforcing traffic regulations with administrative penalties.

Representative Cornish presented the HF656.

Matt Hodapp, member of the State Patrol Troopers Association
Neil Melton, Executive Director of the Minnesota POST board
Pat McCormick, Director of Driver and Vehicle Services
Greg Peterson, Board member of the Minnesota Trucking Association

HF847 (Hosch): Authorizing cities and counties to impose administrative penalties for certain traffic violations.

Representative Hosch presented HF 847.
The following individuals testified on behalf of HF847:
Tom Grundhoefer, counsel for the League of Minnesota Cities
Frank Pomeroy, Police Chief of the City of Winona and member of the Minnesota Chiefs of Police Association.
Rodney Bartish, Wabasha County Sheriff, and member of Minnesota Sheriffs Association

Representative Marquart moved that HF847 be recommended to pass and be re-referred to the Committee on Public Safety and Civil Justice.
THE MOTION PREVAILED.

Representative Buesgens moved for a division vote.
There being 10 AYES and 5 NAYES, THE MOTION PREVAILED AND THE BILL WAS PASSED.

Chair Hilstrom laid HF656 on the table.
