TRANSPORTATION POLICY AND FINANCE COMMITTEE
MINUTES


Representative Lieder, Chair of the Committee, called the meeting to order at 10:05 A.M. on February 22, 2008, in Room 10 of the State Office Building. The Committee Legislative Assistant noted the roll.

Rep. Doty moved adoption of the minutes of February 19, 2008. THE MOTION PREVAILED.

Subcommittee Report on HF 2943 (Madore) Rep. Lieder moved that the subcommittee report on HF 2943 be adopted by the full committee. THE MOTION PREVAILED.

Subcommittee Report on HF 1822 (Jaros) Rep. Lieder moved the subcommittee report on HF 1822 be reported to the House floor. Rep. Beard moved to pass the subcommittee report to the Public Safety committee without recommendation. The bill was held over.

HF 380 (Hausman) Rep. Hausman moved adoption of the H0380DE2 delete everything amendment. THE MOTION PREVAILED. The following assisted in presenting the Fridley Northstar commuter train station funding portion of the bill: Rep.Laine, Bill Schreiber of Messerli & Kramer, Anoka County Commissioner Jim Kordiak and Fridley Mayor Scott Lund. Rep. Hausman moved that we delete/remove the HO380DE2 amendment and adopt the H0380DE3
Rep. Bigham spoke to the Red Rock Corridor Transit Way portion of HF 380. Rep. Hausman moved to amend the H0380DE3 delete everything amendment as follows:

Page 5, line 16 delete "500,000" and insert "1,500,000"
Adjust the totals accordingly

THE MOTION PREVAILED.

Rep. Hausman moved to further amend the H0380DE3 delete everything amendment to HF 380 as follows:

Page 5, delete lines 17 to 20 and insert:

for the Red Rock Corridor transit way between Hastings and Minneapolis via St. Paul, and extended between Hastings and Red Wing for the design, construction, and furnishing of park-and-ride lots.

THE MOTION PREVAILED.

Hennepin County Commissioner Mike Opat and Rep. Lyndon Carlson spoke to the Bottineau Transit Way Corridor portion of the legislation. Rep. Hausman referenced the port development assistance funding (HF 2478 Pelowski) portion of the bill. Kevin Walli of the MN Ports Association and John Apitz of the MN Regional Shortline Rail Roads assisted in presenting this portion of the legislation. Rep. Hausman moved to amend the H030DE3 delete everything amendment as follows:

Page 2, line 15, delete "500,000" and insert "1,950,000"
Adjust the totals accordingly

THE MOTION PREVAILED.

Rep. Hausman moved to further amend the H030DE3 delete everything amendment as follows:

Page 2, after line 33,
delete Sec, 2. and insert: subd.6. [RAIL SERVICE IMPROVEMENT.] 3,000,000

delete: Subdivision 1. [APPROPRIATION] $3,000,000 is appropriated from the bond proceeds fund to the commissioner of transportation

Adjust the totals accordingly
Amend the title accordingly

THE MOTION PREVAILED.

Rep. Hausman moved that HF 380, as amended, be recommended to pass and returned to Finance with a recommendation to be rereferred to the Capital Investments committee. Jason Flohrs, SW Transit Way Alliance and Rep. Julie Bunn spoke to the I-94 Corridor transportation and transit improvements portion of the bill. Rep. Hausman renewed her motion. THE MOTION PREVAILED.

HF3274 (Carlson) Bottineau Transitway Corridor alternatives analysis, draft environmental impact study, and property acquisition funding provided; bonds issued; and money appropriated.
