MINUTES


Representative Lieder, Chair of the Committee, called the meeting to order at 10:12 A.M. on March 7, 2008, in the Basement Hearing Room of the State Office Building. The Committee Legislative Assistant noted the roll.

HF3575 (Bigham) School bus driver type III qualifications established, penalties provided, and rulemaking authorized. Rep. Hortman moved amendment H3575DE1. THE MOTION PREVAILED. Captain Ken Urquhart, MN State Patrol, spoke to the bill. Rep. Morrow moved amendment H3575A3. After a voice vote, the Chair stated that the motion prevailed. A show of hands was requested. There being 6 ayes and 4 nays THE MOTION PREVAILED. The following spoke to the bill:

Rep. Hortman moved that HF 3575, as amended, be recommended to pass and rereferred to the Public Safety and Civil Justice committee. THE MOTION PREVAILED.

HF 2970 (Drazkowski) Motorists required to move to far left of roadway before passing road maintenance workers. Rep. Beard moved amendment H2970A1. THE MOTION PREVAILED. The following spoke to the bill:

Rep. Beard moved that HF 2970, as amended, be rereferred to the Public Safety and Civil Justice committee. THE MOTION PREVAILED.

HF 3089 (Ruth) Temporary permit use allowed while awaiting delivery of license plates. Pat McCormack, Department of Vehicle Services Director, Department of Public Safety, spoke to the bill. Rep. Ruth moved that HF 3089 be recommended to pass and referred to the General Register. THE MOTION PREVAILED.

HF3019 (Nornes) Highway right-of-way transferred to state rail bank relating to specified tracts. Erik Rudeen, MnDOT, spoke to the bill. Rep. Beard moved that HF 3019 be recommended to pass and laid over for possible inclusion in the Omnibus Transportation Policy bill. THE MOTION PREVAILED.

HF 3054 (Morrow) Legislative Route Nos. 295 and 335 removed from the state highway system. Rep. Morrow moved that HF 3054 be recommended to pass and laid over for possible inclusion in the Omnibus Transportation Policy bill. THE MOTION PREVAILED.

HF 3866 (Hilty) Cumulative suspensions of drivers' licenses halted. Travis Schwantes, Managing Attorney, 10th Judicial District Public Defender, spoke to the bill. Rep. Lieder moved that HF 3866 be recommended to pass and rereferred to the Public Safety and Civil Justice committee. THE MOTION PREVAILED.
