TRANSPORTATION POLICY AND FINANCE COMMITTEE
MINUTES


Representative Lieder, Chair of the Committee, called the meeting to order at 4:08 P.M. on March 18, 2008, in Room 10 of the State Office Building. The Committee Legislative Assistant noted the roll.

Rep. Masin moved the minutes of March 17, 2008. THE MOTION PREVAILED.

HF 3036 (Sailer) Nonmotorized transportation advisory committee established. Rep. Lieder moved the bill. Rep. Lieder moved the H3036A1 amendment. THE MOTION PREVAILED. Erik Rudeen, Government Affairs, MnDOT, spoke to the bill. Rep. Lieder moved that HF 3036, as amended, be recommended to pass and returned to the Finance Committee. THE MOTION PREVAILED.

HF 3558 (Madore) 2008 U.S. Women's Open license plates issuance required. Rep. Madore moved the H3558DE1 amendment. THE MOTION PREVAILED. Alyssa Schlander, MN Auto Dealers Association, spoke to the bill. Rep. Madore moved that HF 3558, as amended, be recommended to pass and returned to the Finance Committee. THE MOTION PREVAILED.

HF 3706 (Severson) Special license plate surcharge repealed. Pat McCormack, Director of DVS, DPS, spoke to the bill. Rep. Severson moved that HF 3706 be recommended to pass and returned to the Finance Committee. THE MOTION PREVAILED.

HF 3725 (Hornstein) Urban partnership agreements authorized to provide user fees for high-occupancy vehicle lanes and dynamic shoulder lanes, rulemaking exemptions provided, penalties imposed, and money appropriated. Judd Schutnan, Met Council, spoke to the bill. Rep. Hornstein moved the H3725A5 amendment. THE MOTION PREVAILED. Rep. Hornstein moved the H3725A6 amendment. THE MOTION PREVAILED. Rep. Hornstein moved the H3725A8 amendment with a handwritten amendment. THE MOTION PREVAILED. Nick Thompson of MnDOT, Elizabeth Kautz, MVTA Chair and Burnsville Mayor as well as Ruth Grindahl, Apple Valley Council Member spoke to the bill. Rep. Hornstein moved that HF 3725, as amended, be recommended to pass and returned to the Finance Committee. THE MOTION PREVAILED.
