MINUTES


Representative Lieder, Chair of the Division, called the meeting to order at 4:03 P.M. on Tuesday, February 13, 2007, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present. Rep. Beard moved that the minutes of Thursday, February 8, 2007 be adopted. THE MOTION PREVAILED.

HF 546 Hornstein

Rep. Hornstein moved that HF 546 pass and be rereferred to the Finance Committee. The following spoke regarding HF 546:
Eliot Seide, Executive Director, AFSCME Council 5
Bob Hilliker, Staff Representative, AFSCME Council 5
Julie Bleyhl, Legislative Director, AFSCME Council 5
Betsy Parker, Director of Government Affairs, MnDOT

HF 546 was temporarily laid over.

HF 562 Lieder

Rep. Lieder moved that HF 562 be recommended to pass and rereferred to the Finance Committee. The following spoke regarding HF 562:
David Fricke, Minnesota Association of Townships
Rick Kjonnas, State Aid, MnDOT

Rep. Lieder moved to amend HF 562 as follows:

Page 1, line 6, insert "2,000,000" in the blank THE MOTION PREVAILED.

Rep. Lieder moved that HF 562, as amended, be recommended to pass and rereferred to the Finance Committee. THE MOTION PREVAILED.

HF 246 Hortman

Rep. Hortman moved that HF 246 be recommended to pass and rereferred to Finance with a recommended rereferral to the Committee on Local Government and Metropolitan Affairs.

Rep. Hortman moved the delete everything amendment SCS0189A-2 THE AMENDMENT WAS ADOPTED. Brady Priest, a commuter living near the 394 corridor, spoke in favor of HF 246. Senator Terri Bonoff spoke in favor of HF 246 and answered committee questions regarding the bill.


Rep. Hortman moved that HF 246, as amended, be recommended to pass and rereferred to Finance with a recommended rereferral to the Committee on Local Government and Metropolitan Affairs. THE MOTION PREVAILED.

The meeting was adjourned at 5:40 P.M.
