Representative Bill Hilty, Chair, called the thirty-fourth meeting to order at 2:31 PM on February 27, 2008 in Room 200 of the State office Building.

The Clerk noted the roll.

Rep. Kalin moved approval of the minutes of Monday February 25, 2008. The motion prevailed. The minutes were adopted.

2:33 PM - HF3343 (Juhnke) Creating a wind turbine aggregation program.

The Chair moved HF3343.

The Chair moved the H3343DE1 amendment. The motion prevailed. The amendment was adopted.

Rep. Juhnke explained the bill.

Testifying on the bill:

Rep. Hackbarth moved the following oral amendment:

page 2, line 6, after the $ sign insert "100,000"

The motion prevailed the amendment was adopted.

The Chair moved that HF3343 be recommended to pass as amended and returned to the Committee on Finance. The motion prevailed. The bill was passed as amended.

2:41 PM - HF3368 (Slocum) Setting a filling deadline for certain reports, regulating consumer payment arrangements during the cold weather period, regulating payment agreements for certain utility services, prohibiting disconnections of services if certain medical conditions exist.

Rep. Slocum moved HF3368.

Rep. Slocum moved the H3368A1 amendment.

Rep. Slocum incorporated the following oral amendment to the A1 amendment.

Page 1, line 3, delete "-related activities" and insert "and related activity required for reconnection of service"

The motion prevailed the H3368A1 amendment was adopted.

Rep. Slocum moved the H3368A2 amendment.

Testifying in favor of the bill:

Rep. Slocum renewed her motion that HF3368 be recommended to pass as amended and be placed on the General Register. The motion prevailed. The bill was passed as amended.

2:54 PM - Rep. Ruud assumed the gavel.

HF3401 (Hilty) Providing for development and application of building energy usage performance standards.

Rep. Hilty moved HF 3401.

Rep. Hilty moved the H3401DE2 amendment. The motion prevailed. The amendment was adopted.

Rep. Kalin moved the following oral amendment to the DE2 amendment.

Page 1, line 18, strike the word "complete"

The amendment was incorporated.
