Representative Bill Hilty, Chair, called the twelfth meeting to order at 2:20 PM on February 19th in Room 200 of the State office Building.

The Clerk noted the roll.

A quorum was present.

Representative Johnson moved approval of the minutes of February 14. THE MOTION PREVAILED.

HF0446 (Kahn) Outdoor light pollution restricted.

The Chair moved to reconsider the motion by which HF446 was recommended to pass and be referred to the Committee on Local Government and Metropolitan Affairs

The motion prevailed.

The Chair moved HF0446 to be recommended to pass as amended and re-referred to the Committee on Finance with a recommendation to be re-referred to the Committee on Local Government and Metropolitan Affairs.

The motion prevailed.

HF0472 (Morrow) Renewable energy production incentives eligibility period extended.

The Chair moved to reconsider the motion by which HF472 was recommended to pass and placed on the General Register.

The motion prevailed.
The Chair moved HF0472 to be recommended to pass as amended and re-referred to the Committee on Finance with a recommendation to be placed on the Consent Calendar.

The motion prevailed.

HF0295 (Welti) Incentives for employee energy savings suggestions.

2:25 PM -- Rep. Welti moved that HF0295 be laid over for possible inclusion in the omnibus bill.

Rep. Welti moved the H0295DE2 Amendment.

Rep. Welti explained the DE2 Amendment.

Testifying in favor of the DE2 Amendment:

2:33 PM -- Dave Fielding, Director of Plant Management, Department of Administration.

The motion prevailed. THE AMENDMENT WAS ADOPTED.

HF295 was laid over for possible inclusion in the omnibus bill.

HF0393 (Scalze) Geothermal heat pump uses study funded by the Public Utilities Commission.

2:50 PM - The Chair moved that HF0393 be laid over for possible inclusion in the omnibus bill.

2:51 PM -- Rep Scalze explained HF393.

Rep. Welti moved to amend line 2.8 as follows:

Delete the word "March" and insert the word "January".

3:19 PM - Burl Harl, Executive Secretary of the Public Utilities Commission; 651-201-2222.

3:21 PM - Rep. Welti withdrew his amendment.

3:22 PM -- Rep. Scalze explained the H0393A1 Amendment.

3:22 PM -- The Chair moved the H0393A1 author's amendment.

The motion prevailed. THE AMENDMENT WAS ADOPTED.

HF393 was laid over for possible inclusion in the omnibus bill.



HF0532 (Winkler) Military personnel utility and other contracts regulated.

3:23 PM - The Chair moved HF0532 to be recommend to pass and re-referred to the Committee on Local Government and Metropolitan Affairs.

3:24 PM -- Rep. Winkler explained the HF0532.

3:31 PM -- The Chair Renewed his motion that HF0532 be recommend to pass and re-referred to the Committee on Local Government and Metropolitan Affairs.

The motion prevailed.

HF0086 (Hackbarth) Designating Elk River as Minnesota's energy city.

3:31 PM -- Rep. Hackbarth moved HF0086 to be recommend to pass and re-referred to the Committee on Local Government and Metropolitan Affairs.

3:32 PM -- Stephanie Klinzing, Mayor of Elk River.

3:37 PM - Stephen Rohlf, Energy City Commissioner, Elk River.

3:49 PM -- Rep. Kalin offered the following oral amendment:

1.6 Replace the word "the" with the word “a".

the motion did not prevail. THE AMENDMENT WAS NOT ADOPTED.

3:52 PM -- Rep. Hackbarth renewed his motion to recommend that HF0086 to pass and re-referred to the Committee on Local Government and Metropolitan Affairs.

The motion prevailed.

The meeting was adjourned at 3:53 PM.
