DISPARITIES IN STUDENT SUPPORT AND SERVICE SUBCOMMITTEE

MINUTES


Representative Willie Dominguez, Chair of the Committee, called the meeting to order at 10:05AM on March 19, 2007, in Room 500N of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Hilstrom moved the minutes of March 12, 2007 be adopted.
THE MOTION PREVAILED AND THE MINUTES ARE APPROVED.

HF989 (Hilstrom) A bill for an act relating to education; permitting open enrollment students to participate in academic courses and extracurricular and cocurricular activities on the same basis as resident district students.

Representative Hilstrom moved HF989 be recommended to pass and be re-referred to the Committee on K-12 Education Finance division.

Representative Hilstrom, Keith Lester, Superintendent, Brooklyn Center School District, Joe Nathan, Senior Fellow, Humphrey Institute of Public Affairs, University of Minnesota, Kwame McDonald, resident, St. Paul, Kate Towle, parent, Minneapolis School District, Sean Kershaw, Executive Director, Citizens League, Ralph Maves, School Psychologist, Peggy Smith, State Legislative Chair, Minnesota PTA, testified.

Public testimony on HF989 was presented by the following individuals:

Dave Stead, President, State High School League
John Washington, District Athletic Director, Minneapolis Public Schools
Tom Dolan, resident, Shoreview
Bob Dettmer, Representative, Minnesota House of Representatives

Representative Hilstrom renewed her motion that HF989 be recommended to pass and be re-referred to the Committee on K-12 Education Finance division.

Discussion followed.

Representative Heidgerken requested a roll call vote. The results were as follows:

On a vote of 3 AYES and 2 NAYS THE MOTION PRAVAILED.


HF2151 (Hilstrom) A bill for an act relating to education; making Minnesota State High School League rules subject to the Administrative Procedure Act.

Representative Hilstrom moved HF2151 be recommended to pass and be re-referred to the Committee on K-12 Education Finance division.

Representative Hilstrom testified.

Public testimony on HF2151 was provided by the following individuals:
