DISPARITIES IN STUDENT SUPPORT AND SERVICE SUBCOMMITTEE

MINUTES


Representative Willie Dominguez, Chair of the Committee, called the meeting to order at 10:05AM on March 5, 2007, in Room 500N of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

HFHF1198 (Mariani) A bill for an act relating to education finance; removing the five-year limit on funding for limited English proficiency programs.

Representative Hilstrom moved HF1198 be recommended to pass and be re-referred to the Committee on K-12 Education Finance division.

Representative Mariani, Luis Ortega, Executive Director, Multicultural Multilingual Department of Minneapolis Public Schools, Loy Woelber, Superintendent, Westbrook-Walnut Grove School District, and Heidi Bernal, Interim Director of ELL Department, St. Paul Public Schools, testified.

Representative Hilstrom renewed her motion that HF1198 be recommended to pass and be re-referred to the Committee on K-12 Education Finance division.

THE MOTION PREVAILED.


HF1186 (Greiling) A bill for an act relating to education; authorizing grants for collaborative urban educator recruitment and training programs.

Representative Hilstrom moved HF1186 be recommended to pass and be re-referred to the Committee on K-12 Education Finance division.

Representative Greiling, Doug Hennes, Vice-President for University Relations, St. Thomas University, Zelma Wiley, Principal, Maxfield Elementary, St. Paul, Pao Vue, Assistant Principal, North Community High School, Minneapolis, Sally Bass, Southeast Asian Teacher Program, Concordia University, Dwight Watson, Center for Excellence in Urban Teaching, Hamline University, testified.

Representative Hilstrom renewed her motion that HF1186 be recommended to pass and be re-referred to the Committee on K-12 Education Finance division.

HF196 (Greiling) A bill for an act relating to human services; changing mental health provisions; requiring mental health assessments for certain inmates; establishing children's mental health grants and training; requiring students of higher education to carry health insurance; creating a loan forgiveness program; establishing the Crisis Intervention Team State Council; making changes to mental health funding provisions; establishing pilot programs; authorizing grant funding; requiring reports.
