MINUTES


Representative Carlson, Chair of the Finance Committee, called the meeting to order at 10:12 A.M. on Tuesday, April 22, 2008, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Rep. Poppe moved approval of the minutes of Friday, April 18, 2008. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.

Chair Carlson moved adoption of the Environment and Natural Resources Finance Division Report for HF3437, Second Engrossment. (See language at http://wdoc.house.leg.state.mn.us/leg/LS85/HF3437.2.pdf). THE MOTION PREVAILED AND THE DIVISION REPORT WAS ADOPTED.

Chair Carlson moved that HF3437, Second Engrossment be recommended to pass and re-referred to the Committee on Ways and Means.

Chair Carlson moved to amend HF3437, Second Engrossment, as follows:

Page 4, delete Section 4

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Moe presented HF3437, Second Engrossment, as amended (Moe) Star lake or river designation process provided, star lake or river signs allowed on highways, report required, and money appropriated.

Bill Marx, House Chief Fiscal Analyst, responded to questions regarding HF3437, Second Engrossment, as amended.

Chair Carlson moved to amend HF3437, Second Engrossment, as amended, as follows:

Page 3, line 32, after the period, insert, "The Department of Transportation must bill the cost of the signs erected under this section to the requester."

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.


Chair Carlson amended the motion that HF3437, Second Engrossment, as amended, be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.

Rep. Wagenius moved adoption of the Environment and Natural Resources Finance Division Report for HF3685. (See language at http://wdoc.house.leg.state.mn.us/leg/LS85/HF3685.0.pdf). THE MOTION PREVAILED AND THE DIVISION REPORT WAS ADOPTED.

Rep. Wagenius moved that HF3685 be recommended to pass and re-referred to the Committee on Ways and Means.

Rep. Moe presented HF3685 (Moe) Toxic chemical release reporting requirements modified.

Rep. Wagenius renewed the motion that HF3685 be recommended to pass and re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

Rep. Lieder moved adoption of the Transportation Finance Division Report for HF4100, First Committee Engrossment. (See language at http://wdoc.house.leg.state.mn.us/leg/LS85/CEH4100.1.pdf). THE MOTION PREVAILED AND THE DIVISION REPORT WAS ADOPTED.

Rep. Lieder moved that HF4100, First Committee Engrossment be recommended to pass and re-referred to the Committee on Taxes.

Rep. Morrow presented HF4100, First Committee Engrossment (Morrow) Driver and vehicle services technology account established, technology surcharge imposed, and fees adjusted.

Rep. Huntley moved adoption the Health and Human Services Finance Division report for HF3380, First Committee Engrossment. (See language at http://wdoc.house.leg.state.mn.us/leg/LS85/CEH3380.1.pdf). THE MOTION PREVAILED AND THE DIVISION REPORT WAS ADOPTED.

Rep. Huntley moved that HF3380, First Committee Engrossment, be recommended to pass and be placed on the General Register.

Rep. Liebling presented HF3380, First Committee Engrossment (Liebling) State health care county-based purchasing program requirements revised.

Rep. Huntley renewed the motion that HF3380, First Committee Engrossment, be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.

As of Monday, April 22, 2008, the following bills are hereby referred to the Division on Capital Investment.
HF4203 (Lesch) St. Paul; Capital improvement bond local law amended.
