Representative Carlson, Chair of the Finance Committee, called the meeting to order at 8:16 A.M. on Tuesday, May 1, 2007, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Rep. Solberg moved approval of the minutes of Thursday, April 26, 2007. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.

Rep. Huntley moved adoption of the Health Care and Human Services Finance Division Report for HF655, First Committee Engrossment. (See language at http://wdoc.house.leg.state.mn.us/leg/LS85/CEH0655.1.pdf). THE MOTION PREVAILED AND THE DIVISION REPORT WAS ADOPTED.

Rep. Huntley moved that HF655, First Committee Engrossment, be recommended to pass and be placed on the General Register.

Rep. Huntley presented HF655, First Committee Engrossment (Huntley) Medicinal use of
marijuana authorized, civil and criminal penalties imposed, and money appropriated.

Rep. Solberg, moved to amend HF655, First Committee Engrossment, as follows:

Page 7, after line 29, insert:
Subd. 8 Appropriation
Fees raised by this section and Section 152.31 are deposited in an account in the state
government special revenue fund and are appropriated in fiscal years 2008 and 2009 to
the Commissioner of Health to administer these sections.
Bill Marx, Chief House Fiscal Analyst, responded to questions regarding the proposed
amendment.

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Solberg amended the Huntley motion that HF655, First Committee Engrossment, as
amended, be recommended to pass and re-referred to the Committee on Ways and Means.



Rep. Cornish requested a roll call on the motion.

There were 20 Ayes and 14 Nays. THE MOTION PREVAILED.

Rep. Clark moved adoption of the Housing Policy and Finance and Public Health Finance Division Report for HF298, Second Committee Engrossment. (See language at http://wdoc.house.leg.state.mn.us/leg/LS85/CEH0298.2.pdf). THE MOTION PREVAILED AND THE DIVISION REPORT WAS ADOPTED.

Rep. Huntley moved that HF298, Second Committee Engrossment, be recommended to pass and be placed on the General Register.

Rep. Huntley presented HF298, Second Committee Engrossment (Huntley) Family planning
access increased to prevent unintended pregnancies, nurses authorized to dispense oral
contraceptives at clinics, reimbursement rates increased, grant reductions eliminated, and money
appropriated.

Rep. Huntley renewed the motion that HF298, Second Committee Engrossment be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.

Rep. Huntley presented SF1959, First Engrossment /HF1984 (Huntley) County return of unused drugs and medical devices to pharmacies.

Rep. Huntley moved that SF1959, First Engrossment (See language at http://wdoc.house.leg.state.mn.us/leg/LS85/SF1959.1.pdf) be recommended to pass and be placed on the General Register.

Rep. Juhnke and Rep. Otremba moved to amend SF1959, First Engrossment. (See attached amendment H1984A1).

Rep. Juhnke incoporated a technical amendment to Amendment H1984A1, as follows:

Page 1, delete "H.F. No. 1984" and insert "S.F. 1959"
Page 1, line 2, delete "13" and insert “14"

Dr. Cody Wiberg, Executive Director, Minnesota Board of Pharmacy and Buzz Anderson, President, MN Retailers Association (Thrifty White Drug), responded to questions regarding the proposed Amendment H1984A1, as amended.

THE MOTION PREVAILD. THE AMENDMENT, AS AMENDED, WAS ADOPTED.

Rep. Huntley renewed the motion that SF1959, First Engrossment, as amended, be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.
