Representative Jim Knoblach, Chair, began the twenty-fifth meeting at 8:28 p.m. on Thursday, May 5, 2005 in Room 200 of the State Office Building.

The Clerk noted the roll.

Representative Knoblach began the meeting at 8:28 pm.

HF2461 (Holberg) Omnibus transportation finance bill providing funding for transportation, Metropolitan Council, and public safety; issuing bonds; modifying vehicle plate and tax provisions; appropriating money; and proposing constitutional amendments.

Representative Holberg moved that HF2461, third engrossment, be recommended to pass.

Representative Knoblach officially called the meeting to order at 8:32 pm.

Representative Carlson moved that the minutes of May 3, 2005 be approved. THE MOTION PREVAILED.

Representative Holberg and Representative Dill testified on HF2461, third engrossment.

Representative Holberg amended her motion and moved that HF2461, third engrossment, be recommended to pass and be sent to the Committee on Rules and Legislative Administration.

Representative Holberg moved the H2461A67 amendment. THE AMENDMENT WAS ADOPTED.

Representative Holberg moved the H2461A64 amendment. THE AMENDMENT WAS ADOPTED.



Representative Abrams moved the H2461A63 amendment. THE AMENDMENT WAS ADOPTED.

Representative Holberg moved the H2461A70 amendment. THE AMENDMENT WAS ADOPTED.

Representative Knoblach moved the H2461A55 amendment.

Representative Knoblach moved to orally amend the H2461A55 amendment by: P. 2, L.1, delete, 2 and insert 63. THE ORAL AMENDMENT WAS INCORPORATED.

Representative Knoblach moved that the H2461A55 amendment, as incorporated, be recommended to pass. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Beard moved to orally amend HF2461, third engrossment, by: P.145, delete section 77 (L. 24 thru L.33) THE AMENDMENT WAS NOT ADOPTED.

Representative Bradley moved the H2461A59 amendment. THE AMENDMENT WAS WITHDRAWN.

Representative Abrams moved to orally amend HF2461, third engrossment, by: Delete sections 78 & 79 (P., 145, L.34 thru 36, P. 146 L. 1 thru L. 15) On a division of 14 AYES and 18 NAYS
THE AMENDMENT WAS NOT ADOPTED.

Representative Paymar moved to orally amend HF2461, third engrossment, by: Delete, Section 31 (P., 108, L.11 thru L.22) THE AMENDMENT WAS ADOPTED.

Representative Bradley moved the H2461A59 amendment. THE AMENDMENT WAS ADOPTED.

Representative Holberg moved that HF2461, third engrossment, as amended, be recommended to pass and re-referred to the Committee on Rules and Legislative Administration. THE MOTION PREVAILED.

Representative Gunther assumed the gavel at 9:40 pm.

HF310 (Bernardy) Ramsey County property interests transfer authorized.

Representative Larson moved that HF310, second engrossment, be recommended to pass.

Representative Bernardy, Don Hagman, Director of Real Estate and Development, Medtronic's and Representative Dorman testified on HF310, the second engrossment.

Representative Larson renewed his motion that HF310, the second engrossment, be recommended to pass. THE MOTION PREVAILED.

SF1064/HF1214 (Metzen/Knoblach) Blind and disabled persons accessible electronic information service established and money appropriated.

Representative Gunther moved the following: Gunther moves Senate File1064 be recommended to pass, and to delete everything after the enacting clause and insert the language of House File 1214, and to permanently set aside the House File 1214.

Representative Gunther moved that HF1214, second engrossment, be recommended to pass.

Representative Westrom, Chuck Hamilton, Director of Services for and Burl Harr, Executive Secretary, Public Utilities Commission, testified on HF1214.


Representative Gunther moved the A1064A1 amendment. THE AMENDMENT WAS WITHDRAWN.

Representative Holberg moved the S1064A2 amendment.

Representative Buesgens moved to divide the S1064A2 amendment by: P. 1, L. 1 thru 12. THE ORAL AMENDMENT WAS WITHDRAWN.

Representative Holberg LAID THE S1064A2 AMENDMENT ON THE TABLE.

Representative Gunther moved the S1064A3 amendment. THE AMENDMENT WAS LAID ON THE TABLE.

Representative Gunther renewed his motion that HF1214, the second engrossment be recommended to pass. THE MOTION PREVAILED.

The meeting was adorned at 10:40 pm.
